This scope of work is feasible and would achieve most of the goals <br />of the "neighborhood approach" and provide water quality improvement for Lake Johanna and <br />Lake Josephine and correct neighborhood drainage deficiencies at the same time. The City <br />Engineer recommends the inclusion of Hamline A venue if the Council is willing to draw advance <br />funds from the State Aid account to cover the funding shortage between the project costs and <br />assessments to be collected. <br /> <br />The proposed alternative of vacating Hamline Avenue between Tiller Lane and Ingerson Road is <br />recommended by the City Engineer as it saves approximately $160,000.00 in project costs (over <br />reconstruction) and serves a relatively low number of residents. In addition, the roadway <br />segment is located in a position which could be utilized for storm water ponding for the Tiller <br />Lane/Cannon A venue storm drainage system. <br /> <br />The proposed alternative of constructing cul-de-sacs at Cannon Avenue and Tiller Lane is not <br />recommended by the City Engineer as it reduces neighborhood circulation, costs more than the <br />reconstruction of Cannon A venue in place and would provide minimal benefit to residents <br />relative to reducing traffic. <br /> <br />The City Engineer requests that the Council provide direction on whether the proposed roadway <br />widths outlined in this report are acceptable. As is detailed in the report, the existing street <br />network provides a variety of functions which are reflected in the three proposed widths. <br /> <br />Council Direction Needed <br />The following is a summary of the issues which need decisions from the Council in order to <br />proceed with final plan preparation: <br />. Scope of streets to include in reconstruction: Ingerson Road, Ingerson Court, Fernwood <br />Street, Fernwood Court, Carlton Drive, Cannon Avenue, Hamline Avenue. <br />Width of streets to be reconstructed. <br />Vacation of Hamline A venue between Ingerson Road and Tiller Lane. <br />Reconfiguration of Cannon A venue and Tiller Lane into cul-de-sacs <br />Construction of Pond A <br />Construction of Pond B (requires vacation of Hamline A venue) <br />Assessment Rate <br />City Funding Sources and Amounts <br />State Aid Account usage level <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />13 <br />
