<br />.... <br /> <br />, <br /> <br />CITY OF ARDEN HILLS <br />CONSULTANT SERVICES AGREEMENT <br /> <br />. <br /> <br />The following is an agreement between IMPACT Planning, 1866 Summit Avenue, Saint Paul, <br />Minnesota 55105 ("CONTRACTOR") and the City of Arden Hills ("CITY"), 4364 W Round Lake <br />Rd, Arden Hills, Minnesota 55112. <br /> <br />The CONTRACTOR will provide services environmental compliance services to the CITY for the <br />Twin Cities Army Ammunition Plant (TCMP) land transfer. <br /> <br />I. SCOPE OF SERVICES <br /> <br />A General Statement of Services: <br /> <br />1. The CONTRACTOR will develop environmental compliance land transfer documentation <br />to implement the Defense Authorization Bill signed by President Clinton on October 5, <br />1999. As part of that bill, the Secretary of Army may convey to the City of Arden Hills, <br />Minnesota all right, title, and interest of the United States in and to a parcel of real <br />property, including improvements thereon, consisting of approximately 4 acres at the <br />Twin Cites Army Ammunition Plant, for the purpose of permitting the City to construct a <br />city hall complex on the parcel. <br /> <br />The CONTRACTOR will work with the CITY to meet the procedural and technical <br />requirements of Department of Army Re.gulation 200-1 for completing an Environmentai <br />Baseline Survey (EBS). It is Army policy to prepare an EBS to determine the <br />environmental condition of properties being considered for acquisition, outgrants, and <br />disposals. The CONSULTANT will complete the EBS for the CITY pursuant to this <br />chapter. <br /> <br />2. <br /> <br />e <br /> <br />B. Specific Services: <br /> <br />The CONTRACTOR will write Environmental Baseline Survey - Army Regulation 200-1 <br />Chapter 15--6 Real Property Acquisition, Outgrant and Disposal Transactions. The EBS <br />will include the following analysis: <br /> <br />1. <br /> <br />Information to determine whether or not the prop.erty poses a hazard to human <br />health or the environment <br />Information regarding polychlorinated biphenyls (PCBs), petroleum products and <br />their derivatives, asbestos, radon, lead-based paint, and unexploded ordnance. <br />The CONTRACOTR will assess and conclude in the analysis of there presents or <br />lack thereof. <br />The EBS will determine the proper notification and remediation, if required, to <br />effect the property transfer. <br />The EBS will be accomplished through an environmental review process which <br />will include, at a minimum, the following: <br />a A detailed search and review of available information and records in the <br />possession of the Army or records made available by the regulatory <br />agencies or other involved agencies, to include but not limited to the <br />following: <br />1) Any available Army reports. <br />2) Installation restoration program assessments. <br />3) CERCLA documents. <br />4) Land use plans. <br />5) Installation master plan. <br />6) Environmental compliance assessment system reports. <br /> <br />. <br /> <br />2. <br /> <br />3. <br /> <br />4. <br />
