Ms. Randall stated that this was correct artd suggested that <br />this be stated in the motion, llilless the Planning Commission wished to approve the original <br />plan. <br /> <br />Commissioner Nelson moved, seconded by Commissioner Sand to recommend approval <br />of Planning Case 99-23, Plarmed Unit Development Amendment, to add vehicle parking <br />spaces on the north side of the building, conditioned on: <br /> <br />1. One handicap parking space be added to the east side of the existing <br />handicap parking. <br />2. The parking be constructed as needed per City staff request. <br />3. The parking in the loading dock area be removed when this tenant vacates <br />the building. <br />4.. The bay doors are not to be used once the parking in the loading dock area <br />is in place. <br />5. The areas between the parking and building be striped for no parking. <br />6. . The use of the alternative parking site plan presented in Exhibit B. <br /> <br />The motion carried llilanimously (6-0). <br /> <br />This Plarming Case will be reviewed at the Monday, November 29, 1999, City COllilcil meeting. <br /> <br />PLANNING CASE #99-22 - CITY OF ARDEN HILLS - CIVIC CENTER ZONING <br />DISTRICT - ZONING ORDINANCE AMENDMENT AND REZONING - PUBLIC <br />HEARING <br /> <br />Chair Erickson confirmed that the Planning Case was armounced in the October 29, 1999, <br />publication of the Bulletin and opened the public hearing at 8:08 p.m. <br /> <br />Ms. Randall explained that the City of Arden Hills was requesting the creation of a Civic Center <br />Zoning District and rezoning of a portion of the TCAAP for the Civic Center District. The City <br />Council, at their August 30, 1999, regular Council meeting, accepted a proposal from McCombs, <br />Frank, Roos, and Associates for planning services associated with the creation of a Civic Center <br />Zoning District. McCombs, Frank, Roos, and Associates had prepared a draft Ordinance for <br />review and discussion. <br /> <br />The conveyance of a portion ofthe TCAAP acreage to both the City of Arden Hills and Ramsey <br />County has been authorized by Congress. In anticipation ofthe proposed public land use, the <br />City Council has asked that the Zoning Ordinance reflect adequate zoning on the parcels <br />proposed to be released. <br /> <br />Ms. Randall presented a map showing the parcels being proposed for rezoning and pointed out <br />the City of Arden Hills and Ramsey County portions. <br /> <br />Commissioner Sand asked how the parameters ofthe proposed Civic Center District had been <br />decided and how the zoning can be determined before the land is legally described. Ms. Randall <br />stated that the legal description must be created prior to formal adoption of the Zoning District <br />by the City Council. <br />
