Staff also recommended the . <br />Planning Commission approve a Civic Center Zoning District and Rezoning for the portion of <br />the TCAAP to be released. <br /> <br />Ms. Meg McMonigal, McCombs, Frank, Roos, and Associates, stated that work on the proposed <br />Civic Center Zoning District began with the review of the City of Arden Hills' Comprehensive <br />Plan and TCAAP Reuse Plan. She stated that she worked closely with City staff and had visited <br />the site early in the process. <br /> <br />Ms. McMonigal stated that she would be presenting the proposed Zoning District in three parts, <br />the uses, special requirements and performance standards. Ms. McMonigal stated that she would <br />also address the comments received from several of the Planning Commissioners. <br /> <br />Ms. McMonigal stated that some ofthe proposed uses were described in the Comprehensive <br />Plan. The uses that fit most closely with the general parameters of the Comprehensive Plan were <br />applied to the proposed Civic Center District. The Civic Center District will be a special area <br />within the City of Arden Hills, therefore, it was suggested that very few uses be permitted. The <br />two uses proposed to be permitted were Office and Club or Lodge. All other uses within the <br />District would be listed as special uses, which would require a public hearing prior to approval. <br /> <br />Ms. McMonigal noted that the original draft of the Ordinance had listed exterior storage as a <br />special use and she felt that this use should be not permitted. <br /> <br />e <br /> <br />Ms. McMonigal stated that a question had been raised whether commercial recreation should be <br />an allowed use. She indicated that the Land Use Chart showed this use as not permitted; <br />however, she felt that this use should be discussed. Commercial recreation can be a number <br />uses, such as movie theaters and bowling alleys, which are uses the City may want within the <br />Civic Center Zoning District. <br /> <br />Commissioner Nelson asked Ms. McMonigal if she was suggesting that commercial recreation <br />be allowed as a special use. Ms. McMonigal stated that this was correct. She noted that if an <br />undesirable use was proposed, the City could deny the request for a special use. <br /> <br />Chair Erickson confirmed that permitted Clubs or Lodges would have to be non-profit. Ms. <br />McMonigal stated that this was correct. Chair Erickson asked if Clubs and Lodges were defined <br />in the Ordinance. Ms. McMonigal stated that the definition for Clubs and Lodges was on page 2- <br />4 of the Ordinance. <br /> <br />Chair Erickson asked why non-profit organizations would be permitted. Ms. McMonigal stated <br />that she was not sure and suggested this use be permitted as a special use. Commissioner Sand <br />asked ifmajority of the comments from the Planning Commission had suggested this use be <br />permitted or a special use. Ms. McMonigal stated that she had received no comments on this use <br />from the Planning Commission. <br /> <br />Ms. McMonigal stated that the Planning Commission had questioned the use ofHotelslMotels e <br />and Casinos. She indicated that casinos would not be a permitted use and, although this use was <br />not specified in the Land Use Chart, the restriction could be stated within the Ordinance. <br />
