Ms. McMonigal stated it would be unlikely at this point that a hotel or motel <br />would be proposed for this District; however, in the future it may be an appropriate use. <br /> <br />e <br /> <br />Commissioner Duchenes stated that she was not sure a hotel or motel would be a compatible use, <br />if the intent of the Civic Center District was for use by the local residents. However, ifthe City <br />hoped to attract more businesses in the District, a hotel or motel may be needed. Ms. <br />McMonigal noted that there may be a commercial area along Highway 10 where a hotel or motel <br />may be appropriate. She noted that, if a hotel or motel was proposed that the City felt was <br />appropriate, the Ordinance could be changed. <br /> <br />Commissioner Sand confirmed that the HotellMotel use would remain non-permitted. <br />Commissioner Baker concurred. Commissioner Sand noted that Arden Hills currently has a <br />vibrant motel with a restaurant and he was not sure that this sort of use should be prohibited. <br />Chair Erickson stated that, if this sort of use added to the viability of a downtown, it may be <br />acceptable. His only concern would be for the scale of this sort of use; however, it would have to <br />be constructed according to the development standards. <br /> <br />Commissioner Baker suggested that a hotel or motel be required to offer a certain level of food <br />service. Ms. McMonigal agreed that this would encourage use of a hotel by local residents. <br />Commissioner Baker noted that hotels are often used for functions such as wedding receptions, <br />which would add vitality to the District on weekends. <br /> <br />If a hotel or motel was to be linked to a restaurant, Chair Erickson asked if an additional category - <br />should be established. Commissioner Galatowitsch suggested that a hotel with a restaurant could ..- <br />fall under the Multiple Use Operation category. <br /> <br />Commissioner Baker noted that the Planning Commission had previously discussed the <br />difference between a bar and a restaurant that serve liquor. He felt that a hotel or motel, Vvith or <br />without food service, could be defined in a similar fashion. Ms. McMonigal suggested that <br />hotels and motels remain listed as non-permitted uses with the llilderstanding that the Zoning <br />Ordinance could be changed in the future. <br /> <br />Commissioner Sand expressed concern that the south side of Highway 96 was a residential <br />neighborhood and the Civic Center District Vvill impact this neighborhood. He felt that limiting <br />the uses within the District to day time uses would have less of an impact on the neighborhood. <br />A hotel or motel with a restaurant would most likely generate night time traffic which could be <br />problematic to the residential neighborhood. Commissioner GalatoVvitsch did not feel that this <br />would be a concern since Highway 96 is a busy roadway. <br /> <br />Commissioner Galatowitsch asked ifbars within restaurants would be allowed in the Civic <br />Center District. Ms. McMonigal stated that the City would have to issue liquor licenses. Chair <br />Erickson asked how restaurants with bars had been dealt with in the Neighborhood Business <br />District. Ms. Randall stated that the special requirements section of the Neighborhood Business <br />District Ordinance addressed the percentage of alcohol that could not be served. Chair Erickson <br />felt that the Civic Center District would handle this issue in a similar marmer. e <br /> <br />Commissioner Nelson stated that it would be easier to list hotels and motels as a special use now <br />and, as requests for this sort of use are submitted, definitions could be established as needs <br />change in the future. The Plarming Commission concurred. <br />
