She indicated that some downtown districts list all uses as special uses and that there <br />were no requirements that there be any permitted uses. <br /> <br />Chair Erickson asked what a Multiple Use Operation was referring to. Ms. McMonigal believed <br />that this use may have been added with the Gateway District. Chair Erickson noted that there <br />was a definition for Multiple Occupancy Building, not Multiple Use Operation. Ms. McMonigal <br />stated that this use may be similar to a strip center. Chair Erickson suggested that this use be <br />modified to Multiple Use Building, rather than Operation. <br /> <br />Commissioner Baker asked if it would be possible for an applicant to include a use under the <br />Multiple Use Operation category that would otherwise be prohibited. Ms. McMonigal stated that <br />this may be possible since Multiple Use Operation had not been defined. She suggested that a <br />definition for this use be added to the Ordinance. <br /> <br />Commissioner Duchenes confirmed that it would be acceptable to allow Office and Retail uses <br />Mthin one building. Ms. McMonigal stated that, ifthe uses were permitted, then the building <br />would be considered a Multiple Use Operation. Commissioner Baker confirmed that a defmition <br />for Multiple Use Operation would be added to the Ordinance. Ms. McMonigal concurred. <br /> <br />Commissioner Baker noted that item 3, i, in the list of prohibited uses would allow the City to <br />make a final determination of what uses would meet the intent of the Civic Center District. Ms. <br />McMonigal agreed. <br /> <br />Ms. McMonigal suggested that the Planning Commission discuss Commercial Recreation. <br />Commissioner Galatowitsch confirmed that this use was listed as prohibited. Ms. McMonigal <br />stated that this was correct. She noted, however, that the City may want to include some <br />Commercial Recreation uses, such as a movie theater. If Commercial Recreation was listed as a <br />special use, the City would have control over any proposed uses. Commissioner Baker noted <br />that, with the restrictions in the Development Standards, the City would have the ability to <br />control the scale of any recreational uses. <br /> <br />Ms. Randall stated that a definition for Multiple Use Operation could be fOllild on page 2-14 of <br />the Ordinance which covered the intent of this use. <br /> <br />Ms. McMonigal noted that theaters and studios were listed as special uses. She indicated that <br />she had first considered Commercial Recreation as larger outdoor recreation facilities; however, <br />there are other uses that may fall under this category that may be acceptable. Commissioner <br />Baker agreed and added that uses such as virtual arcades and bowling alleys may fit within this <br />category. Chair Erickson confirmed that Commercial Recreation should be listed as a special <br />use. Commissioner Baker concurred. <br /> <br />Commissioner Nelson confirmed that Clubs and Lodges should also be listed as a special use. <br />Chair Erickson concurred. <br />
