A retainage of 5 percent was being held for the <br />project. <br /> <br />Councilmember Malone asked if the final contract amoWlt was expected to be tmder budget, <br />including the change order. Mr. Brown stated that there had been some items in the contract that <br />have been found to not be needed. Therefore, even with the change order, he did expect the final <br />amowlt to be Wlder contract. COWlcilmember Malone asked if the change order was being paid <br />with Pay Request #2. Mr. Brown stated that Change Order #1 would be paid separately. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Larson seconded a motion to <br />approve Payment Request #2 in the amount of$38,733.92 to Nadeau Utility, Inc. <br />The motion carried unanimously (5-0). <br /> <br />F. Resolution #99-40, Receiving Feasibility Report and Calling for Public Hearing in <br />the Matter ofthe 2000 Street Improvement Projcct <br /> <br />Mr. Stafford explained that the City COWlcil ordered a Preliminary Feasibility Report in the <br />matter of the 2000 Street Improvement Project at its October 12,1999 City COWlcil meeting. <br />The report addressed streets identified for reconstruction for the 2000 Street Improvement <br />Project. <br /> <br />. <br /> <br />One change from last year's Feasibility Report was utilizing the neighborhood approach rather <br />than focusing on streets with the worst PCI rating. The intent was to bring all streets within one <br />neighborhood up to an acceptable PCI rating. <br /> <br />The feasibility report placed more emphasis on storm water treatment ponds and how runoff is <br />treated prior to reaching the area lakes and streams. <br /> <br />The report had incorporated three proposed street Vvidths within the project area. The City in the <br />past has generally reconstructed streets to a 32-foot width. State Aid and collector streets would <br />be constructed to 32 feet. Local streets with less traffic would be constructed to 28 feet and <br />special case streets that serve less than live residential properties each and are dead-end roadways <br />less than 500 feet in length would be constructed to 24 feet. Stafffelt that this would save <br />construction and future maintenance costs. <br /> <br />Ms. Stafford advised that staff recommends adoption of Resolution #99-40, Receiving <br />Preliminary Report in the matter of the 2000 Street Improvement Project, and that the City <br />Council authorize staff to hold an informational meeting on the proposed improvements on <br />November 30, 1999, and hold a public hearing on the proposed improvements in conjunction <br />with the January 10,2000 City Council meeting. Mr. Stafford invited Mr. Brown to further <br />address the Preliminary Feasibility Report. <br /> <br />. <br /> <br />Referring to Exhibit 3 of the Preliminary Feasibility Report, Mr. Brown stated that the streets <br />proposed to be included in the project were Hamline Avenue, Ingerson Avenue, Ingerson Court, <br />Cannon Avenue, Carlton Drive, Fernwood Road, and Fernwood Court.
