ARDEN HILLS CITY COUNCIL - NOVEMBER 8,1999

16

technically have to construct the proposed ponds. He suggested that there may be ways to
. minimize the ponding.

Councilmember Larson agreed that the City Council should move forward with a public meeting
on this report in order to gain the neighborhood input. I-Ie would prefer that the report be
amended prior to this meeting Vvith changes in storm sewer drainage system on Ingerson Road.
He asked what thc cost difference would be to alter this drainage with a smaller, eight-year pipe.
Mr. Brown stated that a 36 to 42-inch pipe would cost approximately $100 per foot, where a 24-
inch pipe would cost approximatcly $50 per foot. He offered to look into other variables to
determine what the tradc offs would be.

Councilmember Larson felt that it would be worthwhile pursuing the possibility of reducing the
overall cost of the project by the Rice Creek Watershed District committing more funds towards
the cost of pond construction. lIe indicated that the District has not done much in Arden Hills
for many years. He felt that the ponds were important and may be the first things to be removed
from the project if funding was a concern.

Mayor Probst asked ifthe inlet at the intersection oflngerson Road and Fernwood Street was a
wet land or a dry creek bed. Mr. Brown stated that this was wet halfway from Fernwood Street
to tile lake. Mayor Probst stated that he was concerned about diverting the water from Lake
Josephine in dry ycars and the possibility of the level of the lake fluctuating. He felt that there
should be a better understanding of these implications.

. Assuming that the City Council will move forward with the public meeting, Mayor Probst
requested that the street width layout be removed from the exhibits that will be displayed. One
reason that he favored thc 32-foot wide street was the fact that the City of Arden Hills does not
have sidewalks which results in bicyclists and pedestrians being in the streets. I-Ie felt that he
could support narrow widths for the purposes of traffic calming and other neighborhood
concerns. However, hc would not support this suggestion if the only intent was to save some
money.

Councilmember Larson asked if Mayor Probst was suggesting the project be re-estimated on the
basis of 32-foot streets. Mayor Probst felt that this should be done. He noted that he was not
sure how much of the project the City was prepared to take on at this point. Therefore, it would
be likely that the project would be delayed or split in two. Either way, hc felt it was important to
inform the residents of the project plans.

Councilmember Larson stated that the City should be prepared to present to the residents what it
believed to be the best proposal. He felt that the project still had many loose ends. Mr. Post
suggested that the City Council not accept the Feasibility Report at this time to allow the
concerns of the Council to be incorporated into a revised report.

Councilmember Larson stated that, if the consensus of the City Council was to stay with the
standard street widths, the standards should be adhered to unless good reasons to deviate from
. them was found.
