<br />ARDEN HILLS CITY COUNCIL - NOVEMBER 8, 1999 <br /> <br />17 <br /> <br />. <br /> <br />COllnciImember Malone suggested that the City consider the reconstruction of Ingerson Road in <br />the first year of the project and determine the drainage afterward. He stated that he did not <br />approve of the idea of reducing the storm drainage on Ingerson Road if there was the possibility <br />ofthis resulting in flooding. <br /> <br />Mayor Probst agreed with the suggestion that the ponds be split into two projects in order to get <br />additional funding from the Rice Creek Watershcd District. COWlcilmember Larson asked ifthis <br />would allow the reconstruction of Hamline Avenue. Mr. Brown stated that, without additional <br />State Aid, there would still be a deficit in funding due to the reduction of thc assessments. <br /> <br />Councilmember Aplikowski asked if it would make sense to borrow additional funds in order to <br />complete the entire project. Councilmember Larson noted that borrowing State Aid would result <br />in the delay of the next project. He noted that the next project planned under the Street <br />Improvement program was Siems Court and asked if this would have to be moved out. Mr. Post <br />stated that none of thc streets involved in the Siems Court neighborhood were State Aid routes. <br /> <br />Mayor Probst stated that he was interested in Mr. Post's suggestion that the City Council not <br />acccpt the Feasibility Report this evening to allow the City Engineer to revise the report. He <br />asked how quickly tile report could be revised. Mr. Brown suggested that the revised report be <br />reviewed at the next Council worksession. Mayor Probst stated that this would be acceptable as <br />this would allow plenty of time to announce the public meeting on November, 30, 1999. <br /> <br />. <br /> <br />Councilmember Larson stated that the revised report should address the following issues: State <br />Aid funds; Rice Creek Watershed funding; the water flow to Lake Josephine; and splitting the <br />project over two years. Councilmember Aplikowski stated that the one remaining issue was the <br />total cost. Mayor Probst stated that the report should price the project with 32-foot wide streets <br />and include thc cost differences for smaller widths. He did not want to commit to deviated street <br />widths without prior input from the residents. <br /> <br />Mayor Probst stated that the assessment rate should be in the mid $40 range in order to be fair <br />according to what other residents have paid. <br /> <br />With regard to the funding scenarios on page 10 of the report, Councilmember Larson noted that <br />package B indicated $165,354.00 for surfaee water utility. With thc inclusion of the ponds in <br />package C, this numher increased to $373,154.00. He asked why this figure was so high, even <br />after subtracting the $75,000 from the Rice Creek Watershed District. Mr. Brown stated that this <br />package also included approximately $120,000 in storm sewer incremental costs due to the heavy <br />duty piping along Ingerson Road in order to get the water to the ponds. <br /> <br />COllncilmember Larson confirmed that the Rice Creek Watershed District would only be <br />interested in funding the pond construction and not the pipe. Mr. Brown stated that this was <br />correct. Mayor Probst suggested that the Rice Creek Watershed District be approached for <br />whatever funding they may be willing to contribute. <br /> <br />. <br /> <br />G. <br /> <br />Resolution #99-41, Award Bid, 1999 Sanitary Sewer Rehabilitation Program <br />
