<br />. <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />Memorandwn, City Events Task Force <br />Page Two <br />November 24, 1999 <br /> <br />Staff will coordinate with Council Liaison Aplikowski, notify task force members of their <br />appointment, and tentatively schedule the orientation meeting in mid-January. <br /> <br />Comm;ttec Structure Items <br />In past discussions regarding the restructuring ofthe committees, the City Council had clarified <br />several items including COWlcil Liaison role, term limits, staff role, role of committee, nwnber of <br />members, nwnber of excused absences, service on multiple committees, and application <br />process/forms. As a review of COWlcil intent, and for my benefit, I've listed those items and ask <br />for Council comments as needed. <br /> <br />. <br /> <br />Role of Council Liaison/Council <br />The primary role of the Council Liaison is to represent/clarify COWlcil positions on issues, <br />provide feedback to the task force based on the goals ofthe City Council, and report back to <br />the full City Council any relevant issues of discussion. Council members should provide an <br />overview on how the city operates. <br /> <br />The City Council would provide, at an annual orientation session, an overview (i.e., <br />government background, operations, etc.); and its prioritized goals and specific charge to <br />each City task force, and then the Council Liaisons would takc on an advisory or observation <br />status. <br /> <br />. <br /> <br />Term Limits <br />Term limits will not be used lor any of tile task forces. The Council did clarify that <br />chairpersons not be allowed to serve a term greater t1lan two consecutive years. <br /> <br />. <br /> <br />Staff Role <br />The primary role of staff is to provide background information, and to keep the group <br />focused on the goals as outlined by the City Council. Staff or the Council Liaison would take <br />any recommendations of the task force and forward them to the City Council. <br /> <br />Staff would prepare all meeting agenda packets and mail them, based on the direction of the <br />chairperson. Staff should provide any background information it has available to assist with <br />the discussion of agenda items <br /> <br />It was the consensus of Council that staff provide background information to the task force, <br />who then create their own agenda, work program, and complete all work with a resulting <br />formal recommendation or resolution for the City Council. Staffs role would be simply to <br />keep the task force focused on the goals outlined by COWlcil, and ensure that a proper record <br />of the actions of the task force were kept for Council information. <br />
