<br />. . <br /> <br />. <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />November 29, 1999 <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Nancy Randall, Associate Planner <br /> <br />SUBJECT: <br /> <br />Case #99-22, Civic Center Zoning District and Rezoning <br />City of Arden Hills <br /> <br />ReQuest <br />The City of Arden Hills is requesting the creation of a Civic Center Zoning District and <br />rezoning of a portion of the Twin Cities Army Ammunition Plartt (TCAAP) for the Civic <br />Center District. The City COllilcil, at their August 30, 1999, regular COllilcil meeting, <br />accepted a proposal from McCombs, Frank, Roos, and Associates (MFRA) for planning <br />services associated with the creation of a Civic Center Zoning District. <br /> <br />e <br /> <br />Backl!"round <br />MFRA has prepared a draft ordinance which was discussed at the November 3, 1999 <br />Planning Commission. The Planning Commission made several changes. Because of the <br />nwnber of changes the Planning Commission recommended, they requested to see a draft <br />prior to submittal to the City COllilcil. Staff mailed a draft to the Planning Commission <br />on Friday, November 12, 1999, for review. <br /> <br />Recommendation <br />The Planning Commission recommends approval of Planning Case #99-22, approving a <br />Civic Center Zoning District, as modified by the November 3, 1999, discussion, and <br />Rezoning for a portion of the TCAAP property. <br /> <br />Staff recommends Council approve Plaillling Case 99-22 and direct staff to publish <br />Ordinartces with the condition that the rezoning take effect after the Metropo1itart COllilci1 <br />adopts the Draft Comprehensive Plan and a legal description depicting the exact area <br />being rezoned be added to the Ordinance for publication. <br /> <br />Notes. Pursuant to Section VIII, D, 1, b of the Zoning Ordinartce a "...four-fifths (4/5's) <br />majority of the full council is required for action to amend the zoning ordinance. In the <br />event an application for amendment is approved, an appropriate amending ordinance <br />shall be executed and published." <br /> <br />e <br />
