Staff was comfortable with the proof of parking being <br />shown now and constructed as needed. e <br /> <br />Staff had some concerns with the original proposal. The parking may cause difficulty for a semi- <br />driver using the fourth stall from the east. Staff had created an alternative plan, Exhibit B, by <br />adding eight parking spaces to the parking area off of Round Lake Court, eliminating two <br />parking spaces, and changing some ofthe parking stalls from perpendicular to parallel so the <br />semi-drivers should not have any problems maneuvering around the parked vehicles. Staff also <br />modified the parallel parking to 20 feet in length where the applicant proposed 24 feet. Staffhad <br />submitted the alternative plan to the applicant; however, the applicant has not responded to this <br />plan. <br /> <br />The Minnesota Building Code requires seven handicap spaces for the proposed site. The original <br />plan only required six handicap spaces. One space in the front of the building has been added to <br />accommodate the requirement. <br /> <br />Due to the added nwnber of cars, the applicant may want to think about the added difficulty with <br />snow storage in the loading dock parking lot area. <br /> <br />Ms. Randall advised that staff recommends approval of Planning Case #99-23, Planned Unit <br />Development Amendment, as modified by staff in Exhibit B, to add vehicle parking spaces on <br />the north side of the building, with the following conditions: <br /> <br />1. <br />2. <br />3. <br />4. <br />5. <br /> <br />One handicap parking space be added to the east side ofthe existing handicap parking. <br />The parking be constructed as needed per City staff request. <br />The parking in the loading dock area be removed when this tenant vacates the building. <br />The bay doors are not to be used once the parking in the loading dock area is in place. <br />The areas between the parking and building be striped for no parking. <br /> <br />e <br /> <br />If the Planning Commission makes a recommendation on this Planning Case, then it would be <br />heard at the Monday, November 29, 1999, regular meeting ofthe City CounciL <br /> <br />Commissioner Nelson asked where the extra 50 parking spaces would be located. Ms. Randall <br />stated that 42 parking spaces would be in the loading dock area with eight spaces off of Round <br />Lake Court. Commissioner Nelson noted that there is a steep hill in the area off of Round Lake <br />Court. Ms. Randall concurred and indicated that the original site plan showed parking in this <br />location and the City Engineer felt that the parking could be facilitated in this area, however, it <br />would be difficult. Ms. Randall recommended that, when the applicant finds that additional <br />parking is needed, they begin by striping the parking in the rear and install the permanent parking <br />off of ROllild Lake Court last. <br /> <br />Commissioner Nelson confirmed that the applicant had been provided with staffs <br />recommendation and had not commented. Ms. Randall stated that this was correct. <br /> <br />Chair Erickson closed the public hearing at 7:42 p.m., as no one wished to address the Planning <br />Commission. <br /> <br />e <br /> <br />Chair Erickson confirmed that the Planning Commission would be approving a change in the <br />percent of office/warehouse use for the entire building.
