,

.

.

.

CITY OF ARDEN HILLS

MEMORANDUM

DATE:

December 17, 1999

TO:

Mayor and City Council \ h.1 ;(Jb./
Joe Lynch, City Administrato~-

FROM:

SUBJECT:

Administrator Comments for the December 20, 1999 Council
Worksession

1. Discussion Items

a.

Ramsey County Parks & Recreation, Tony Schmidt Park
Enclosed within is a copy of the minutes from the Arden Hills City Council
meeting of August 31,1998 discussing Planning Case #98-21, Ramsey County
Site Plan for Tony Schmidt Park. Please note that the approvals by the City did
not include any playstructures or improvements to the beach house as part of
Phase I. Ramsey County will need to go through a design process and approval
by the Planning Commission and the City Council for any new structures or
improvements to existing structures. It is my understanding that Ramsey County
has taken some liberties by installing some things without going through proper
procedure and process with the City.

We will be notifying Mr. Mack that our understanding is that the structures are
not included in Phase I approval, and therefore would have to go through the
Planning Commission/City Council approval process.

b. Hie:hways 96/10 Discussion
Mr. Greg Brown will be presenting some information as a follow-up to the
meeting between the City and Jim Tolaas of Ramsey County. The essence of the
meeting was that Ramsey County would be willing to accept % full access form
Highway 96 to Highway 10, but did not feel that Phase II should be started until
or unless it included completion of the bridge work and the Highway 96/10
interchange.

The % interchange would eliminate the ability of both east and westbound
Highway 96 traffic from entering onto Highway 10 southbound in the northwest
comer. This would also include the realignment of the off-ramp from Highway
10 south to Highway 96 to more closely align with Old Highway 10.
