<br />Administrator Comments for the December 20,1999 Council Worksession <br />Page Two <br />December 17,1999 <br /> <br />. <br /> <br />Mr. Tolaas once again talked about the need for the 1-35W bridge work being <br />completed first as setting the stage for how the rest of the Highway 96 <br />construction project would need to go. Pending the outcome of discussion, we <br />need to indicate to Ramsey County our final position on this issue so that they can <br />begin design plans and hopefully, cue this project up for 2002/2003. <br /> <br />c. Old Hil!hwav 10, Watermain Petition <br />Enclosed within is a memorandum from Mr. Stafford reviewing the process, costs <br />and outreach efforts of the City. At this time, we have not had a high level of <br />response, and of the responses we have received, most have indicated that they do <br />not prefer to have the project done. <br /> <br />In his recommendations, Mr. Stafford outlines four (4) options for the City to <br />consider. At this time, I would recommend that the City Council choose option <br />number four, which is elect not to proceed with the project at this time, and await <br />another opportunity for the City to do the project. In the meantime, the City <br />should continue to explore other funding opportunities (i.e., Livable Communities <br />based on household incomes). <br /> <br />. <br /> <br />d. <br /> <br />Y2K Final Preparations <br />The City will have two (2) personnel available on December 31 sl from 11 :00 p.m. <br />until at least 1 :00 a.m. on January 1 sl in the City of Arden Hills checking our lift <br />stations for any potential problems. City Hall will not be open during that time, <br />and we will not have any staff in the building. <br /> <br />The Lake Johanna Fire Station No. One will have volunteers at the building <br />celebrating the new millennium on their own. In the event of an emergency (i.e., <br />total loss of power, total loss of communication), an all-station call will go out, <br />and paid, on-call volunteers will man the Fire Station. <br /> <br />A map being distributed by the Ramsey County Sheriffs Office will be sent to all <br />the residents in the City of Arden Hills indicating strategically located operations <br />that will either be manned by a Community Affairs Officer (CAO), a volunteer <br />reserve, or a Ramsey County Deputy Sheriff in the event that there is a need. In <br />addition to public facilities, there are businesses that will be open, and available, <br />and be staffed by the Ramsey County Sheriff (i.e., Conoco, Texaco, etc.). <br /> <br />At the last Ramsey County Sheriffs Contract Group meeting on December 16'\ <br />Bob Fletcher talked about their take on the Y2K problem. He put in this <br />perspective; there are approximately 300,000 adults in Ramsey County and the <br />typical rule of thumb is that approximately 1 % ofthem, or 3,000, can be a <br />behavioral problem. <br /> <br />. <br />
