<br />. <br /> <br />. <br /> <br />. <br /> <br />Administrator Comments for the December 20,1999 Council Worksession <br />Page Three <br />December 17,1999 <br /> <br />At 3,000 people, if they were to amass in one location at one time, they would <br />outnumber the Ramsey County Sheriff considerably. If only 1/3 of 1 %, or 1,000 <br />people were to be in one location at one time for a civil disturbance, the Ramsey <br />County Sheriff would still be outnumbered. <br /> <br />Mr. Fletcher has appealed to the Governor's office for assistance from the <br />National Guard due to their concern over a civil disturbance on that evening. <br />People will be directed to try to make contact with emergency personnel by <br />telephone first, and if that is not available, to try to locate one of the nearest <br />facilities that will be staffed, and either walk or drive or somehow get to that <br />facility to notify the Ramsey County Sheriff of an emergency. <br /> <br />Due to the fact that we don't wholly own any utility service (our water is supplied <br />by the City of Roseville), and we have very few other technologically dependent <br />devices, I believe the risk to the City of Arden Hills is minimal. However, I <br />would tend to agree with Mr. Fletcher's believe that there will be civil disturbance <br />potentially both nights, December 31 st and January I st, by groups seeking <br />attention or trying to overpower the Ramsey County Sheriff. <br /> <br />2. <br /> <br />Miscellaneous Items <br /> <br />. City Hall Land Convevance Update <br />Ken Nimmer of Impact Planning will provide the Council with an update on this <br />process. <br /> <br />. 2000 Street Improvement Proiect. Pavement Manal!:ement Plan (PMP) <br />The public hearing for this project is scheduled for January 10,2000. Staff has <br />discussed moving the hearing start time to 6:30 p.m., allowing completion of the <br />regular Council meeting in a timelier manner. Councilmembers may wish to discuss <br />this at Monday evening's Worksession, so staff can meet the publication requirements <br />for legal notices. <br /> <br />. Bleacher Safety <br />Mr. Moore recently attended a meeting on bleacher safety, and may have an update <br />for the City Council. <br />
