-

.

e

CITY OF ARDEN HILLS

MEMORANDUM

DATE:

December 10, 1999

TO:

Joe Lynch, City Administrator

Dwayne Stafford, Public Works Director %.

Res. #99-50, Establishing Rate for the Year 2000 Recycling Program

FROM:

SUBJECT:

Backl!round
The City has been involved with providing a curbside recycling service to all City households for
nearly ten (10) years. Funding for this service is achieved through assessments to individual
residential properties and monies returned to the City from Ramsey County in the form of a
SCORE grant, which the County provides to eligible cities participating in the Recycling
program.

Through a Joint Powers Agreement (JPA), the County adds the City's cost for the recycling
service to the property tax bill, and returns the collected monies to the City, along with the
SCORE grant of approximately $19,000. The City uses this money to pay the recycling costs.

Reauest
Ramsey County asks the participating cities in the JP A to provide the County with a resolution
establishing the Year 2000 rate for recycling services.

Year 2000 Rate
The Public Works Director has reviewed costs for the recycling program, and contacted the
service provider for input on estimating cost increases for 2000. Minimal increases are expected
that will result in an increase of $.97 per year for each residential parcel, resulting in a fee of
$22.45 per year.

Recommendation
The Public Works Director recommends Council adopt Res. #99-50, establishing the rate of
$22.45 per year per residential parcel.
