A building with 50 percent or more of the wall <br />area covered with a minimum depth of 12 inches of earth. <br /> <br />(51) Easement. A grant by an owner of land for the specific use of said land for a <br />public or quasi-public purpose. <br /> <br />(52) Energy Svstem. Conventional. An energy system, including supply <br />elements, furnaces, burners, tanks, boilers, related controls, and energy <br />distribution components that uses nonrenewable energy sources (such as <br />coal, oil, natural gas and nuclear materials). <br /> <br />(53) Facade. A false, superficial, or artificial appearance of a building side, <br />given special architectural treatment. <br /> <br />~ Familv. One or more persons related by blood, marriage or adoption, <br />V including foster children, and up to two boarders, or a group of not more <br />than five persons (excluding servants) some or all of whom are not related <br />by blood, marriage or adoption, living together and maintaining a common <br />household. <br /> <br />(55) Final Plat. A temporary increase in the flow or stage of a stream or in the stage <br />of a wetland or lake that results in the inundation of normally dry areas. <br /> <br />(57) Flood FreQuencv. The frequency for which it is expected that a specific <br />flood stage or discharge may be equalled or exceeded. <br /> <br />(58) Flood Fringe. That portion of the flood plain outside of the floodway. <br />Flood fiinge is synonymous with the term "floodway fringe" used in the <br />Flood Insurance Study for the City of Shoreview referenced in Section <br />205.090(B)(2). <br /> <br />(59) Flood Plain. The beds proper and the areas adjoining a wetland, lake or <br />watercourse which have been or hereafter may be covered by the regional <br />flood. <br /> <br />(59a) Flood Plain Administrator. The Shoreview City Engineer or his/her <br />designee shall be the principal administrator and enforcer of the Flood Plain <br />Management Ordinance. <br /> <br />200-185 <br />
