The applicant requests approval of an amendment to the Special Use Permit <br />(SUP) for Bethel College by updating the Master Plan and Site Plan Approval for an <br />athletic complex (Exhibit A). <br /> <br />tit <br /> <br />Background. Bethel College is currently operating with a Special Use Permit (SUP) <br />which was issued in March of 1978 in Planning Case 78-05 (Exhibit B). In September of <br />1980 the Master Plan was amended to allow for site plan approval of those requests <br />which were in conformance with the Master Plan. The Staff would conclude that the <br />continuance of the site plan approval process for requests in conformance with the <br />approved Master Plan is desirable. The original Master Plan (Exhibit C 1/2) and <br />proposed Master Plan are attached for your information (Exhibit C 2/2). <br /> <br />The intention of the Master Plan is to establish the long range vision for the campus <br />including a physical plan and also specific land use controls (ie., lot coverage, parking <br />requirements, ect.,). The Master Plan for Bethel College has not been comprehensively <br />reviewed since its adoption in 1978. However, there have been a series of "minor <br />amendments" to the Master Plan since 1978 to facilitate development on the site. <br /> <br />The Special Use Permit has been modified throughout the years without modifYing the <br />recorded document. Staff recommends a new Special Use Permit be recorded with this <br />Planning Case for the following reasons: <br /> <br />I. The legal description has changed with the addition of the proposed athletic fields <br />area across Highway 10. <br />2. Existing conditions with past Planning Cases should be incorporated. <br /> <br />Parking. The Special Use Permit (78-5) states in condition (#9) that parking shall be <br />provided for as follows: <br /> <br />e <br /> <br />a. Apartments - 1.5 spaces per dwelling unit, <br />b. Dormitories - .3 spaces per bed, <br />c. Non-Resident Student Parking - .5 spaces per off - campus student or .3 space per <br />seat oflargest assembly facility, whichever is greater, <br />d. Faculty and Staff - .75 spaces per member <br />e. Athletic Facility - .3 spaces per seat, and <br />
