<br />f. Space shall be reserved and a site (or sites) prepared for overflow parking. Such <br />area need not be surfaced. <br /> <br />. <br /> <br />e <br /> <br />Planning Case 99-05 created a total of 1,265 parking spaces. The proposed Master Plan <br />and Site Plan show 41 additional spaces to be located on the west athletic complex giving <br />the campus a new total of I ,306 parking spaces. <br /> <br />These summaries would indicate that the parking on the main campus to be sufficient to <br />accommodate the needs of the campus. However, staff has some concerns whether the <br />41 parking spaces at the proposed west athletic complex will be sufficient for this area. It <br />is understood that students living on campus would walk to the proposed athletic <br />complex. However, staff would not like to see people parking on the surrounding streets <br />and at the main campus adding to the pedestrian traffic crossing at Highway 10. This <br />should not be an issue if the complex is managed efficiently by not scheduling tennis <br />matches and softball games/soccer games at the same time. <br /> <br />Buildings. The revised Master Plan provides for one new storage building located on the <br />proposed athletic field site. The building will be constructed using the "Bethel brick" as <br />other buildings on campus have been. <br /> <br />Grading. The applicant obtained Rice Creek Watershed District (RCWD approval <br />December 22,1999 (Exhibit E 1/2). <br /> <br />Wetlands. It would appear none of the proposed buildings impact wetland basins <br />identified on the NWI maps (Exhibit E 2/2). <br /> <br />e <br /> <br />Staff evaluated the proposed west athletic facility to determine if the project requires an <br />Environmental Assessment Worksheet (EA W) be completed prior to the project. Staff <br />determined that the project does not require a EA W to be completed. (Exhibit D) <br /> <br />Lighting. The Zoning Ordinance in Section VI, E, 3, a, b, c, and d, states that the <br />lighting shall be directed away from adjacent properties, the source of illumination shall <br />be concealed, and the intensity oflighting from developments shall not exceed one foot- <br />candle onto the public right-of-way. <br /> <br />The applicant is proposing to add additional lighting along the entryway and parking lot. <br />The athletic fields will not be lit at this time and would require an amendment to the <br />Special Use Permit to light them in the future. The lighting fixtures are similar to those <br />already used on campus. <br /> <br />Existing City Trail. The City of Arden Hills currently has a grass cut trail that enters <br />across the Bethel College property (proposed west athletic complex). The City owns the <br />property along the west side of the Bethel property for the trail however, when the trail <br />was constructed it was not all placed on City property. Staff has reviewed the existing <br />trail and recommends the trail remain in its current location (except for a slight _ <br />modification around the proposed tennis courts). Relocating the trail to the City property ., <br />location would require removal of trees. Bethel College has stated they are comfortable <br />with the trail remaining on their property. Staff would recommend a trail easement be <br />
