Several trash receptacles (barrels) will be located adjacent to the tennis courts, service <br />building and softball/soccer fields and will be cleaned on a regular basis. <br /> <br />Toilet Facilities. Portable satellite nnits will be provided on the north or east side of the service building. <br />The nnits will be screened mthwallsmlegrnlly_c_o!!SlruCled with the bW!dillg <br /> <br />Fencing. Chain link fencing (10' height) will be provided for the tennis courts. Softball and soccer <br />perimeter fencing (6' height) will be provided around the perimeter of the fields for the purpose of <br />generally protecting errant balls from going into existing wetlands or onto Old Highway 10. Fencing <br />between the soccer field and Old Highway 10 will be provided at an increased height of 10' to further <br />protect from errant balls entering onto the highway. <br /> <br />Bleachers. Portable bleachers are proposed. These portable bleachers (generally 3 - 5 row by 21' length) <br />will be provided for spectators at the softball field and tennis courts. Bleacher seating will be provided for <br />approximately 250 spectators at the softball field and 100 spectators at the tennis courts. <br /> <br />Landscaoing. The general intent of the landscape plan is to provide: <br />Delineation of the en1Jance drive parking lot from the ba1lfields and tennis courts. <br />Improved buffer between the tennis courts and McCracken property owners. <br />. Provide visual interest, stabilization.and (re)naturalization of the project site. <br />The landscape materials provided will have a one year wananty to cover the replacement of dead or dying <br />material. Plant material has been selected based on not only its inunediacy to provide buffering and visual <br />interest, but also based on the anticipated survivability and growth rate of those species. <br /> <br />e <br /> <br />Schedule. Bethel intends to use the athletic facility for collegiate-level tennis, softball and soccer events <br />and practices. The facility will be used 7 days a week at a variety of levels of play and mnnber of <br />participants. Obviously, when the college is not in session and during winter months, the use of the facility <br />may decline. Also, because the ballfields and tennis courts will not be lighted, use of the facility will <br />generally take place during day time hours. <br /> <br />Site Access. The parldng lot affords 41 stalls plus 2 handicap spaces. Additionally, with the improvements <br />to Old Highway 10, pedestrians will be able to access the site from the Bethel campus. To note, the City <br />maintains a trail which runs from the ChathamlMcCracken neighborhood, west of the proposed tennis <br />courts and exits onto Old Highway 10 via a wood bridge over the drainage ditch. The aligmnent of the City <br />trail will need to be further reviewed based on the proposed construction. <br /> <br />Variances <br /> <br />No variances are requested at this time. <br /> <br />Neil!hborhood Concerns <br /> <br />On the evening of October 28, 1999 Bethel College officials met with residents of the immediate area to <br />present the plan for the complex as well as listen to neighbors concerns. I would characterize the meeting as <br />generally quite positive but included several neighbomood concerns. Bethel is in the process of reviewing <br />the requested changes. These changes do not appear on the attached documentation as Bethel is still in the <br />process of determining the feasibility of the requests. <br /> <br />e <br /> <br />The requests include: <br />-Shifting the 2 northern most tennis courts east, centering over the other courts. <br />-Lowering the proposed grade of the tennis comtsby 4' -6'. <br />-Removing several parldng spaces and shifting all tennis courts SOllth by 10-15 feet. <br />-Additional screening for the Sports Service facility. <br />-Additional screening on the west side for the soccer and softball fields. <br /> <br />We anticipate we will have a response to these requests within the next 45 days. <br />
