This small wetland (2,017 st) will be filled to allow for <br />the construction of ballfields. This filled wetland will be mitigated at a 2: I ratio on-site for that portion <br />determined by Rice Creek Watershed District persoonel. <br /> <br />The existing-site'varies-in-elevation from 886 to9l-8, 'To-allow-for-an-average-proposed-elevationof-899,--'-'' <br />there will need to be a significant export of excess earth materials from the site. <br /> <br />Related CoordinationlReviewlPennittinl! <br /> <br />Rice Creek Watershed District We have met with Rice Creek Watershed District to discnss the proposed <br />improvements. We will be submitting docwnents requesting a Land Development Permit and Wetland <br />Alteration Pennit At this poin~ RCWD has informaIly reviewed the general intent of the proposed <br />improvements. FOImal submission and application will be made in early November, 1999. Due to the <br />proposed wetland filling, the Anny Corps of Engineers will be sent a copy of the RCWD submission so <br />that they may review the application. To date, the Corps has stated that, due to the relatively small impact <br />to the site, they may defer to the RCWD requirements for permitting. <br /> <br />Ramsev Countv. Over the past year, the City of Arden Hills and Bethel College representatives have met <br />with Ramsey County staff to discuss improvements to Old Highway 10 generally between McCracken and <br />the railroad bridge. At this time, the County design is schematic and presented on the enclosed plan sheets. <br />We will be continuing discussions with Ramsey County personnel to develop further the upgrades <br />proposed for Old Highway 10, and, specillcally, to determine \Wether two or three lanes adequately <br />supports the volume anticipated entering and exiting oul of the proposed park. Per the current County <br />design, the new entrance to the parl< provides for one entrance lane and two exiting lanes (3 total). <br /> <br />e <br /> <br />NSP. A portion of the proposed improvements will be within the NSP easement located on the south side <br />of the project site. NSP personnel will be contacted to review and, ifnecessary, approve any improvements <br />within the NSP easement <br /> <br />Related Comments <br /> <br />Removals. Removals necessitated for the proposed improvements will generally involve the removal of <br />selected trees, brush and heavy weed growth. As stated above, the existing tree growth between the <br />proposed tennis courts and the McCracken residents will be protected with the exception of a few select <br />trees. Additionally, existing Cottonwood trees along Old Highway 10 may be removed to improve the <br />overall character of the site. <br /> <br />Entrance Drive. The new entrance drive, which has been determined by the County, will be located across <br />from the existing Bethel campus entrance. To account for grade changes, the drive will slope at a 5 - 6% <br />gradient up to the proposed parking lot <br /> <br />Entrance Gate: The proposed entrance gate will be similar to the entrance gate which was recently <br />constructed at the Bethel Campus enby. However, the scale of the new gate and sign will be substantia1ly <br />less. Vehicular gates will be provided to secure the site after hours. <br /> <br />Lil!htinl!. Lighting will be provided for the parking lot and entrance drive for safety and security purposes. <br />Because there will be no provision for athletic field lighting, the parldng lot lighting may be scheduled to <br />turn off soon after night fall. Up-lighting for the sign and lantern-style fixtures will be provided on the new <br />entrance sign (similar to the newly constructed Bethel campus gate). Parldng lot lighting has been designed <br />to reduce glare and spill directed 10ward the adjoining neighbor's properties. <br /> <br />e <br /> <br />Soorts Service Facilitv. The proposed bnilding will be constructed of 'Bethel brick" with a shingled roof. <br />An overhead and man door will be provided for access and to allow for storage of tennis and ballfield <br />equipment. Additionally, the building may be used for the sale of concessions during events. <br />
