A determination no later than the July 31, 2000 City Council meeting would <br />need to be made on whether or not to order the plans and specifications for the road <br />project. This would leave August and part of September to develop the plans and <br />specifications and prepare bidding documents. The City Council would set an early <br />October bidding date and allow receipt of bids to be opened the middle of October, with a <br />determination by the City Council on award of bid at their October 30, 2000 meeting. <br /> <br />This would complete the plans and specifications, the bidding, and awarding of the bids <br />by the first of November, 2000, with a contract to be worked out in the following ten (10) <br />day period. I believe this would be favorable to the City from a bidding and construction <br />price standpoint. <br /> <br />One issue that will need to be determined is if a recommendation is brought forward to <br />proceed with a project, it will take place in the year 2001, and we are scheduled to have a <br />road improvement project in the year 2002. The City will need to make a determination <br />as to whether we can afford to do projects in consecutive years. A recommendation will <br />need to be brought forward from staff as to whether or not this is fmancially feasible. <br /> <br />Scope <br />As previously suggested, the charge of the group is to determine the scope of a road <br />improvement project in the Ingerson Road neighborhood. Mr. Brown has provided a list <br />of the issues that the group should try to address and issues that the City Council may <br />want to consider being non-negotiable (attached). I believe the City Council needs to <br />determine some basic elements of the project that would need to be considered to be final <br />determinations and those that the Council would be flexible on and consider alternatives. <br /> <br />Mr. Brown will be supplying the group with financial information, as previously <br />requested by the City Council, on the costs of the project, with and without Hamline <br />Avenue North in the project. <br />
