t,

l

Metro Transit

Sectors 1 and 2 Restructuring Study
Volume 11: Service Plan

..

Further east, Apache Plaza service is reoriented to emphasize the redeveloping Silver Lake
Avenue side of the property. Apache Plaza would continue to be selVed by Lines 1 and 4.

e

Lines 1 and 25 would be combined for more effective and frequent service (see detailed
description). The streamlined Line 1 would run from Minneapolis to Northtown via East Hennepin.
Stinson, 33rd, Silver Lake, and Highway 10. By combining the parallel Stinson and Silver Lake
services in SI. Anthony, the plan reduces duplication while retaining coverage and responding to
patterns of ridership. Almost all developed areas in SI. Anthony remain within 1/4 mile of service,
while the service concentrates on the higher-ridership portions of the current line segments.

Mounds View would continue to have all-day fixed route service along Silver Lake Avenue, but
without the current deviation, Mounds View would also be served by the proposed new Flex Route
system (see detailed description).

Finally, southeastern Anoka County is served by the Flex Route system and also by improved
Minneapolis-oriented peak express service. Expanded and upgraded Park-and-Ride facilities are
planned on 1-35W at both the Arsenal site (replacing the existing Mounds View facility) and at 95111
Avenue in Blaine.

Further Enhancements in 25% Growth Scenario

In this scenario, frequencies are upgraded on most of the remaining Northeast Minneapolis radial
lines to produce a grid pattem of services running every 15 minutes all day. The No Growth
scenario provides this level of service only on Central (to 53rd) and Como (to Raymond). By
contrast, the 25% Growth scenario offers this level of service on Central, Como, Stinson, Johnson,
and 1 BIt1/Grand (the present west side of Line 18 ending at Columbia Heights Transit Center.) In
addition, Line 32 service on Lowry is upgraded to run every 15 minutes all day, permitting fast
transfers in any direction al Lowry's intersections with all of the north-south routes.

e

In Columbia Heights, a new east-west crosstown service, Line 31, would run from Brookdale via
Columbia Heights, Apache Plaza to Rosedale. This link connects many residential areas to their
nearest shopping center, and also enhances the convenience of many other suburb-ta-suburb
trips. The line would make fast, timed connections with the other services meeting at Rosedale
and Columbia Heights, so that it could be used to reach many other suburban. destinations.

Further north, the same route structure is proposed lor both scenarios, but with somewhat greater
frequencies and spans of service in the 25% Growth scenarios. See the next chapter for precise
details.

ROSEVILLE AND POINTS NORTH (SUBURBS BETWEEN 1-35W AND 1-35E)

The existing low-ridership Roseville Circulator system is limited by three features:

. Most routes have no major destination at their outer end, so they are useful only for trips into
Rosedale.

.

Nelson \Nygaard Consulting

4-2

November 2, 1999
