Plan Refinement and Preferred Reuse Plan <br /> <br />A. Development of Refined Plans #6a, 6b and 6c <br /> <br />Following deliberation by the Arden Hills TCAAP Task Force and presentation to Congressman Vento's TCAAP <br />Reutilization Committee, the planning team prepared a series of rermed plans that were labeled 6a, 6b and 6c. The <br />plans were prepared in succession, with #6a being the one most closely resembling Concept Plan #4, the <br />"residential" concept plan. Major differences between #6a and #4 include: <br />. #6a used the rermed open-space framework, which included more land to protect critical habitat. <br />~ The "village center" was relocated to the southeastern portion of the site, at the northwest comer of CTH 96 and <br />Hamline A venue. A school site and civic campus were planned for a site directly across the street. <br />. The golf course that appeared in earlier plans was relocated in such a way that it was surrounded by single- <br />family residential development, farther to the west than it had originally been placed. <br />. The joint ballfields and joint city/county/National Guard maintenance facility were located in the northwestern <br />portion of the site, along County 1. <br />. CTH 96 was treated as a landscaped parkway edged with open space_ Only residential and institutional uses, <br />plus the master-planned village center, would be allowed to front on 96. <br />(Figure 20) <br /> <br />Task Force discussions led to preparation of Rermed Plan #6b (Figure 21). 6b cut off the small "rmger" of single- <br />family housing that pushed northeastward into the Marsden Lake area. The plan also relocated the MnDOT <br />maintenance facility off-site and expanded the size of the joint maintenance facility based on input from Ramsey <br />County Public Works regarding the . This plan showed some additional commercial/office/industrial space, but also <br />omitted the joint ballfields. It did, however, introduce the notion of setting aside about 30 acres for a city park.
