Refined Plan 6c further rermed the village center area to include the proposed interpretive center and indicate how green space would predominate the developable area south of Marsden Lake (Figure 22). The proposed city park was relocated to a Lexington Avenue site immediately north of the Army Reserve property. MnDOT was restored to its current site, and the size of the joint maintenance facility was modified to be larger than in 6a and smaller than in 6b, based on the Task Force's resistance to providing so much space for non-city users. Mayor Probst attended the Task Force meeting at which this plan was discussed. He asked the Task Force to consider removing the "lobe" of single-family housing that lay between the kame on the west and Marsden Lake on the east. He believed that Mr. Vento's Reutilization Committee would not accept this lobe, and that in discussions at earlier Committee meetings the city had suggested that it was not interested in encroaching on any of the environmentally sensitive areas on the site. With the lobe removed, he said, he would be more comfortable asking the Committee to accept the city's plan so that a single plan could be relayed to the Army, the General Services Administration and others involved with the reuse of the property. The Task Force requested that the planning team prepare another rermement, 6d, showing the lobe removed. Members also asked that fiscal-impact analyses be prepared for both scenarios, to make sure that loss of the additional single-family development would not cripple the city's plans for the future.
