In addition, it provides a large area for the joint <br />City/County/National Guard maintenance facility, in which MnDOT might also participate. Extent to which the plan provides land for uses that can be marketed quickly (i.e., uses for which there is <br />current and short-term demand). <br />. Extent to which the plan affords flexibility to respond to long-term market changes by setting aside areas that <br />may be used by several uses without reducing the integrity of the overall plan. <br />. Extent to which the plan provides space for an opportunity that is not now foreseen and is not available in the <br />general vicirtity -- that is, a unique opportunity. <br />. Extent to which the plan protects land that will be needed for long-term development. <br /> <br />Evaluation of Plan: The plan dermes general land-use categories that may respond to market changes over time. <br />These include broadly-defmed single- and multi-family areas, as well as areas that may be used for commercial, <br />office and industrial development. Overall rating: Excellent <br /> <br />Transportation and Infrastructure <br /> <br />Tel Does the primary transportation network lend itself to efficient development patterns and adequate <br />property access? <br /> <br />Indicators <br />. Extent to which the transportation network links TCAAP to the regional network. <br />. Extent to which the land use areas shown in the plan can be divided into a wide variety oflot configurations <br />and parcel sizes to be served by a variety of potential street layouts. <br />. Extent to which sites within the land use areas of the plan lie within 1/4 mile ofa collector roadway. <br />. Extent to which major roadways within the plan duplicate the functions of or access provided by other nearby <br />roadways. <br /> <br />Evaluation of Plan: The internal network would adequately link TCAAP to the regional system. Development <br />parcel and lot sizes are suitable for the intended uses. Some minor Ilduplicationll of roads occurs on the west side, <br />where a residcntial collector parallels a commercial/industrial collector. Overall rating: Good <br /> <br />TC2 Does the transportation system provide adequately for different travel modes? <br /> <br />Indicators <br />. Extent to which activity centers in the plan can be readily connected using off-street trails. <br />. Extent to which the plan provides a good location for a transit hub or transfer point. <br />. Extent to which the transportation network lends itself to transit service that does not have to double back, cross <br />itself or travel the same piece of road twice. <br />. Extent to which sites within the land use areas of the plan lie within 1/4 mile of a collector roadway. <br /> <br />Evaluation of Plan: The transportation network is designed to separate residential from non-residential traffic <br />wherever possible. As a result, the system is not quite as efficient as it might otherwise be from a pure traffic- <br />delivery standpoint. However, it may be efficiently served by transit, and most parts of the site, except the <br /> <br />Camiras.
