These uses will "set the stage" for <br />later uses on the site. Infrastructure can be phased in as development occurs, and that development should help <br />defray the cost of making infrastructure improvements. Amount of land set aside in the plan for recreational pursuits likely to generate fees for use -- e.g., golf courses, <br />special gardens, health and fitness centers, training centers, arenas, etc. <br />. Extent to which the plan contains open space or recreational lands that may be jointly fimded and/or operated <br />by the City and other public entities or private sponsors. <br /> <br />Evaluation of Plan: This scenario provides space for a golf course. It assumes that all other recreational uses, <br />although they might generate some fees for use, would require public subsidies.
