Extcnt to which the plan provides a site or sites that may be marketed and developed within five years of release, in order to generate revenues provide a "gateway" to other sites. . Extent to which non-debt resources may be used to defray the cost of infrastructure improve-ments -- e.g., development contributions, state/county cost-sharing, etc. . Extent to which early developments on the site are likely to consist of uses subject to taxation. Evaluation of Plan: The very earliest developments on the site may be tax-exempt; however, they also will not require much new infrastructure, given their location at Hamline and CSAH 96. These uses will "set the stage" for later uses on the site. Infrastructure can be phased in as development occurs, and that development should help defray the cost of making infrastructure improvements. Overall rating: Excellent FC4 Does the plan provide space for revenue-generating recreational uses? Indicators . Amount of land set aside in the plan for recreational pursuits likely to generate fees for use -- e.g., golf courses, special gardens, health and fitness centers, training centers, arenas, etc. . Extent to which the plan contains open space or recreational lands that may be jointly fimded and/or operated by the City and other public entities or private sponsors. Evaluation of Plan: This scenario provides space for a golf course. It assumes that all other recreational uses, although they might generate some fees for use, would require public subsidies.
