Extent to which the plan sets aside land that is highly visible and accessible for business-generating land uses. <br /> <br />Evaluation of Plan: The ten percent of the site set aside for business-type uses (plus retail areas within the village <br />center) would provide a wide variety of potential market opportunities. About 2 million square feet of usable space <br />could be built in these areas. Because land <br />within the Alliant Tech safety arcs will not be excessed right away, the company may stay in the short term without <br />completely prohibiting new development, although some changes in its operations would be desirable. Extent of the services ( expenditures) demanded by uses in the plan. <br /> <br />Evaluation of Plan: This scenario would generate enough tax base to cover its public operating/ maintenance costs <br />and justifY public investments in infrastructure and public amenities. The timing of the receipt of tax revenues may <br />be a concern, however, due to the timing of the clean-up and excessing process. Overall rating: Good <br /> <br />FC2 How much land is set aside for tax-generating uses vs. tax-exempt uses? <br /> <br />Indicators <br />. Extent to which the plan allocates land to taxable and non-taxable uses. <br />. Extent to which early development areas may serve as magnets for other appropriate and desirable uses. <br /> <br />Evaluation of Plan: About 30% of the site would be set aside for tax-generating uses, with the balance being tax- <br />exempt (open space, public recreation, school, maintenance garage, etc.). This ratio seems to approach the minimum <br />at which site development is feasible, given the public expenses that will be incurred in preparing for that <br />development and maintaining the substantial open space.
