Development of Accepted Plan

Following the Arden Hills public mecting, Plan #6d was presented at a meeting of the Reutilization Committee.
Similar types offeedback were received, although the natural protection/open space position was more strongly and
vociferously represented at this meeting.

In the interest of gaining the Committee's support for the City's plan, the plarnring team made an additional set of
changes to Plan #6d, creating #6e (Figure 25). For the most part, these changes were fairly minor, involving
switching the locations of the golf course and some of the housing and tweaking other land-usc boundaries. No
significant changes were made in the amount of land devoted to any particular use.

This plan was accepted by the Committee and was presented at two additional public meetings sponsored by the
Committee in October 1995.

The Committee reconsidered its position after the public meetings, but ultimately decided that a plan very sunilar to
#6e was the most suitable consensus plan for reuse of TCAAP. This position is based on several factors:
. It represents a good compromise between the desires of the public for additional open space and the needs of
the City and County to generate revenues to pay for the expenses of converting and redeveloping the site.
. It sets aside the richest natural environments for preservation and recreation, while reserving already
industrialized areas for more intensive redevelopment.
. The Committee members felt they had devoted as much energy to the project as they could at this time. Further
debate about details would be fruitless at this point and therefore better left for later planning phases, which
would address many of those details.

Plan #6 "f' was approved by the Reutilization Committee on December 16, 1995, and forwarded to Congressman
Bruce Vento for follow-up actions at the federal level.

As of the date of this writing, this plan had not yet been approved by the Arden Hills TCAAP Reuse Task Force.

Comiras, LJd./SEH.
