Next Steps <br /> <br />With the completion of the Framework Plan for reuse of TCAAP, a major milestone has been reached. However, <br />much work remains to be done. This section of the report outlines some of the actions that should be taken within <br />the next few months: <br />. Amend the Comprehensive Plan <br />. Adopt two new zoning districts, the OS (Open Space) and the AR (Arsenal Redevelopment), and use them to <br />rezone TCAAP. <br />. Pursue special federal legislation that will require that TCAAP be excessed and redeveloped in accordance with <br />the rules contained within the Base Realignment And Closure (BRAe) Act. This may mean designating or <br />appointing a Local Redevelopment Authority, as prescribed under the BRAC rules. <br /> <br />A. Comprehensive Plan and Zoning Changes <br /> <br />The City should formally institute a process for amending the existing comprehensive plan to recognize the <br />framework plan for reuse ofTCAAP. The Task Force should formally present the plan to the City's Planning <br />Commission, which will hold public heariogs and make a recommendation for action to the City Council. The City <br />Council must take formal action to adopt the amendment for it to have official status as policy of the City of Arden <br />Hills. <br /> <br />Following adoption of the amendment, the Planning Commission should undertake hearings related to changing the <br />zoning applicable to TCAAP. At present, the property is zoned partly as R-I Residential and partly as 1-2 Industrial. <br /> <br />Until TCAAP is actually excessed, redevelopment plans are further rermed and actual development is ripe to occur, <br />the City should adopt an interim zoning pattern for the site, as follows: <br />. The City should adopt a new zoning district, OS Open-Space, that permits only non-intrusive recreation <br />activities (activities that do not degrade water quality, generate undue noise, promote erosion, threaten wildlife <br />habitat, etc. such as interpretive centers, unpaved trails, canoeing and the like). That portion designated as Open <br />Space Preserve in Plan 6e (or the amendment to the Comprehensive Plan, if it differs from Plan 6e) should be <br />zoned OS. <br />. The City should adopt a second new zoning district, AR Arsenal Redevelopment, to act as a short-term holding <br />district and long-term development district for TCAAP. The provisions of this district should require that all <br />development occur in the form of planned developments that concur with the land-use recommendations in the <br />framework plan and that are subject to City review, in a manner similar to that used within the GB Gateway <br />Business District. All developable areas within the site, including those designated for public use, should be <br />zoned using this district. <br /> <br />OS Open-Space District <br /> <br />The Zoning Ordinance should he amended as follows: <br /> <br />.
