The LRA must submit the redevelopment plan, after public comment, to the DOD and HUD, for approval <br />with the following additional information: <br />a. A copy of the plan and any public comment received by the LRA. <br />b. A copy of each notice of interest received and a description of the manner, if any, in which the plan <br />addresses the interest. If the plan does not address the interest, the LRA must provide an explanation <br />for not considering the interest. <br />c. A summary of the "outreach" taken by the LRA. <br />d. A statement identifYing the homeless assistance group the LRA consulted in adopting its redevelopment <br />plan, if any, and the results of such consultations. <br />e. An assessment of how the plan balances the expressed needs of the homeless and the need of the local <br />connnunity for economic redevelopment. <br />f. A copy of any agreements the LRA proposes to enter into with representatives of the homeless. <br />II. HUD must review the plan within 60 days of submission. Congress has directed HUD to defer, as feasible, <br />to the rmdings and decisions of the community as reflected by the LRA. <br />12. If HUD rejects the redevelopment plan, it must provide an explanation of that detemrination and a <br />statement of the action( s) the LRA must take to address that detemrination. <br />13. Ifnecessary, the LRA must submit a revised plan to HUD within 90 days after receiving HUD's rejection. <br />14. Once the DOD receives notice that a redevelopment plan has been approved, it may dispose or the <br />buildings and property identified in the plan as available to assist the homeless directly to the <br />representatives of the homeless, or to the LRA, on behalf of the homeless. The disposal may be without <br />consideration. <br /> <br />Conclusion <br /> <br />An Economic Development Conveyance provides an expedited transfer or portions or all of the real estate of a <br />closed military installation to a Local Redevelopment Authority. This expedited process allows the LRA to have an <br />earlier and stronger say in how the property will be used to spur economic development within the community. <br />Additionally, the changes made pursuant to the Base Closure Community Redevelopment and Homeless Assistance <br />Act of 1994 allow the LRA to balance the needs of the homeless and other interested agencies with the need for <br />economic rccovery within the community. This balancing is done duriog the creation of the redevelopment plan <br />and intentionally provides for an early window of opportunity for organizations acting on behalf of the homeless. <br />While the representatives of homeless organizations no longer have priority in acquiring surplus or excess <br />goverrunent property located on closed military installations, their needs are protected. <br /> <br />C. Continued Planning for the Reuse of TCAAP <br /> <br />Preparation of the framework plan represents only the frrst phase of planning needed to adquately chart TCAAP's <br />future. <br /> <br />Immediate (1996) planning activities should focus on five items: <br />(I) Working with the Metropolitan Council and other regional and state agencies on resolving systems-related <br />issues, such as highway configurations and capacities. <br />(2) Working with Ramsey County and the MNNational Guard on better derming the size, location and <br />configuration of the potential joint public works facility and, if appropriate, preparing a concept plan for <br />the site. <br />(3) Developing open-space and recreation plans for areas designated as open space and parks. Four key areas <br />should reccive detailed attention: the Marsden Lakelkame open-space preserve; the City park on Lexington <br />north of the Army Reserve Center; the four-community ballfields at the north end of the site; and the Rice <br />Creek Trail. This planning effort should also designate desirable trail linkages and other connections <br /> <br />within, <br /> <br />between and among the open-space areas (e.g., design of the drainage system that links the kame on the <br />east to Rice Creek on the west). <br />(4) Developing a master plan for the village center and SunfIsh Lake areas.
