<br />municipal facilities, an interpretive center, a new school, retail and service uses, higher~density housing and <br />all natural-resource protection needs (e.g., protecting the shoreland and water quality of Sunfish Lake). <br />(5) Prepariog development and design guidelines for all areas within the site. These guidelines should address <br />general intensity of development, internal road connections, roadway treatments, architectural standards, <br />landscaping, fencing and screening standards, natural-resource protection rules, additional land-use <br />restrictions or incentives (e.g., related to housing densities and/or price ranges), and whatever else is <br />appropriate to ensure high-quality redevelopment of TCAAP. <br /> <br />Should TCAAP be granted treatment as or as if it were a BRAC site, additional planning will be needed: <br />(6) Setting up a Local Redevelopment Authority capable of taking on redevelopment of the site. <br />(7) Developing a business plan and development-phasing plan for all developable areas within the property. <br />This plan should include a detailed marketing strategy and estimates of property values both bcfore and <br />after clean-up and demolition. <br />(8) Developing cost estimates for infrastructure and other investments needed to support site redevelopment. <br />(9) Prepariog a financial strategy for absorbing the costs associated with site redevelopment. <br /> <br />D. Fund-Raising Strategies and Efforts <br /> <br />The planning activities called for in Section VI.C cannot be undertaken without resources. The City must continue <br />to search out and obtain the funding it will need to "digest" TCAAP, particularly in the early stages of <br />redevelopment. <br /> <br />A number of resources may be tapped as part of this effort: <br /> <br />For systems planning The Metropolitan Council offers planning loans of up to $50,000. This particular application <br />would be best-suited to use of such funds. Although this would be a stop-gap measure, since the loan would <br />eventually have to be repaid, it could provide interim funding that could be repaid from other funds. <br /> <br />For the joint public works facility Ramsey County may be the largest user of this facility, but its location in Arden <br />Hills on a prime development site gives the City a larger stake in how the facility is developed. Nonetheless, <br />collaborative funding among the City, County and National Guard would be in order. Funding may also be available <br />from the state. <br /> <br />For preparation of park plans and park construction Contributions from the MN Department of Natural <br />Resources, Ramsey County, and adjacent conununities for specific portions of the site. The "active recreation" area <br />shown in the framework plan may be developed privately or as a public-private partnership, for example as a golf <br />course within a residential development. The National Guard has offered to develop the joint ballfields facility <br />shown in the north-western part of the site as an exercise for its engineers. Other lIin-kind" contributions and <br />services may be tapped for development of other portions of the site, even before an official declaration of property <br />excess is made. <br /> <br />For all other planning efforts <br />. Federal funding should be pursued in two ways: as part of special legislation to get BRAC rules applied to the <br />closing ofTCAAP, and in the form of a second application to the Economic Development Administration. The <br />amount of money requested from each of these sources should be higher than the $250,000 requested from the <br />EDA in 1995 -- at least $500,000. <br />.
