Among these, the least risky from the City's viewpoint would be special <br />legislation; other funding sources would require submitting applications in competitivc environments that might <br />not favor Arden Hills. <br /> <br />The key to successful fund-raising lies in the City's willingness to continue its practice of communicating regularly <br />with all the participants in the planning process as well as with parties that might have a role in excessing or <br />redeveloping TCAAP, including: <br />the Cities of Shoreview, Mounds View and New Brighton; <br />Ramsey County (highways, parks and public works in particular); <br />Alliant TechSystems; <br />the MN National Guard and US Army Reserve; <br />AMCCOM (US Army) in Rock Island, IL; <br />the office of Governor Arne Carlson; <br />the US General Services Administration; <br />the state agent for the US Economic Development Administration; <br />the City's state legislative delegation; <br />the City's federal legislative delegation (Congressman Vento and Senators Grams and Wellstone); <br />others whose interest in TCAAP or potential influence may assist in the City's cause, such as The Design <br />Center for Urban American Landscape (which showed TCAAP as a special link in its study of regional <br />environmental constructs); other state legislators; other conununities with similar experiences; etc. <br /> <br />Through this communication, the City will learn of and generate new opportunities for joint ventures, joint pursuit <br />of funding at the state or federal levels, lobbying initiatives, loan and grant applications and potentially interested <br />developers.
