An institutional site, part of which is now occupied by a MnDOT maintenance facility and the remainder of <br />which will hold a joint City/CountylNational Guard public works facility. <br /> <br />Next Steps (Chapter VI) <br /> <br />Although the Army has refuted its earlier intent to excess portions of TCAAP, there seems to be little doubt that the <br />site will eventually return to civilian use. As a result, the City of Arden Hills must continue to plan for its future in a <br />variety of ways. <br /> <br />Immediate actions should include: <br /> <br />. amending the City's Comprehensive Plan to show the newly-approved land-use pattern for TCAAP; <br />. adopting two new zoning districts, the OS Open Space and AR Arsenal Redevelopment, and use them to protect <br />TCAAP from precipitous or arbitrary development; <br />. pursuing special federal legislation that will require TCAAP to be excessed and redeveloped in accordance with <br />the rules contained in the Base Realiglunent and Closure (BRAe) Act, which favors local control over planning <br />and development for reuse; <br />. continuing to pursue outside funding for more detailed planning and for general assistance in dealing with the <br />excessing process, such as funding for the joint public works facility; aud <br />. remaining in constant communication with the City's legislative and Congressional delegations, AMCCOM (US <br />Army), Alliant Techsystems. US General Services Administration, and other players in the TCAAP drama. <br /> <br />Longer-term actions include undertaking more detailed plans for selected areas within TCAAP, such as the parks <br />and open spaces and the village center, and preparing development guidelines governing the nature and quality of <br />redevelopment projects.
