As ofmid-1995, fourteen (14) <br />contaminant disposal sites have been identified. The main contaminants are solvents, primarily trichloroethylene <br />(TCE) and poly-cWorinated biphenyls (PCBS), and heavy metals. <br /> <br />In 1982, the New Brighton! Arden Hills Superfund Site, which consists of a 25-square-mile area that includes both <br />TCAAP and the groundwater plume, was added to the National Priorities ("Superfund") List. In 1983, funding <br />became available to start the cleanup work. <br /> <br />The Environmental Restoration Program at TCAAP marked a milestone in November 1991 when the Remedial <br />Investigation Phase of work was completed. This is the phase in which studies are conducted to determine what the <br />contaminants are, where the sources of contamination are located, where the contamination plumes are headed, and <br />what the risks are to the environment and public health. At the date of this report, the next phase of work, the Draft <br />Remedial Action Plan, is being finalized. <br /> <br />Although the situation is no longer clear, the U.S. Anny has been expected to declare that the portion ofTCAAP not <br />being used by Alliant Techsystems is excess to its operations. The declaration of excess would exclude Alliant <br />Techsystems's facilities and protective safety arcs, which occupy about 40-45% of the site. <br /> <br />Current Occupancy and Use <br /> <br />Most ofTCAAP is in caretaker status. However, Alliant Techsystems, Inc., formerly a division of Honeywell, Inc., <br />still operates on the site manufacturing explosive components and fuses. The U.S. Anny Reserve occupies a 25-acre <br />site at the southeastern comer of TCAAP. The Minnesota National Guard occupies an 18-acre site in the south. <br />central portion of TCAAP, immediately west of Harnline Avenue. Other on-site areas and buildings are leased to <br />local entities for storage. Known usage is shown in Figure 2. <br /> <br />Camiros, Ltd.lSEH, Inc./LHDL.
