<br />The group's fmal report did not differ significantly in its major fmdings: <br />. Planning for TCAAP should incorporate a truly long-range vision, with attention to the impact on future <br />generations. <br />. At least some open space should be preserved on TCAAP. This open space sbould be available for public use, <br />enjoyment and recreation for those of all ages, while preserving the site's natural amenities. Site reuse should be <br />consistent with natural features. <br />.. Greater diversity in race, income, age groups and culture is needed in the connnunities surrounding TeAAP. <br />Creating a variety of housing and job options on TCAAP would help to promote such diversity. <br />. Land use planning and urban design should pursue a reduction in automobile dependency and encourage <br />alternate transportation modes such as bicycling and walking. Mixed-use and higher-density development <br />should be encouraged. This would also provide more opportunities for people to work close to home. A light- <br />rail transit hub could be developed on this site as well. <br />. Community gathering places sbould be created and might include a community center, town center <br />("downtown"), school and other kinds of spaces. <br />. Opportunities for learning should be created and might include a nature interpretive center, historical <br />interpretive center, lifelong learning center, job-training center, etc. <br />. Future uses should be non-polluting. <br />. Existing structures and infrastructure should be reused where possible to conserve resources. <br /> <br />ACCP also found a substantial need for affordable housing and higher-wage jobs within the four-city area. It <br />concluded that the northern suburbs have not shared in the growth and increased affluence that other parts of the <br />region have experienced -- a fmding corroborated by the market analysis performed by the Arden Hills team. <br /> <br />Excerpts from the ACCCP's fmal report are included in the appendix to this report. <br /> <br />Ramsey County, through its Parks and Recreation and Public Works Departments, was an active participant in both <br />the Committee's process and the planning effort undertaken by the City of Arden Hills. The County has two primary <br />interests: <br />. It would like to participate in preserving Marsden Lake and other natural open-space areas on the TCAAP site; <br />and <br />. It has been working with the City and the Minnesota National Guard to develop a plan for a joint maintenance <br />facility, to be located somewhere on TCAAP. <br /> <br />A four-city consortium, consisting of Arden Hills and its three TCAAP neigbbors, has been discussing the <br />possibility of constructing a joint ballfield facility. One of the sites that interests the four parks departments most is <br />in the northwestern quadrant ofTCAAP.
