Non-Local Claims <br /> <br />US Department of Defense: Under the GSA's property disposal rules (see Section D, "Local Obligations"), other <br />agencies within the Department of Defense (DOD), or for whom the DaD may act as an intermediary, have first <br />claim to excess property at TCAAP. In addition to other service branches, these agencies include the US Army <br />Reserve and the Minnesota National Guard. <br /> <br />The Army Reserve occupies about 25 acres in the southeast corner of the site. It has expressed an interest in making <br />use of three additional storage/maintenance facilities. <br /> <br />The National Guard occupies 18 acres at the northwest comer of Hamline Avenue and CSAH 96, nnder license with <br />DaD. The Guard has expressed an interest in requesting additional property to expand its training area. It is also <br />willing to work with the City of Arden Hills and Ramsey Connty to build a joint public works facility on its <br />property, which would also require more land. The City of Arden Hills has extended water and sewer service to the <br />Guard site in anticipation of additional development, whether by the Guard. another governmental agency or private <br />interests. <br /> <br />Once the claims of all Defense agencies and surrogates have been satisfied, the property becomes available to other <br />federal agencies and non-federal government claimants for whom they act as intermediaries. For example, nthe <br />State of Minnesota wanted a piece of property for a new prison and had developed plans for the prison at TCAAP, <br />the Department of Justice could submit a claim to the GSA on its behalf. <br /> <br />US Department of Housing and Urban Development (HUD) under the McKinney Act: One of the priority claimants, <br />nnder the McKinney Act, would be providers of shelter for the homeless. The Aroerican Indian Housing <br />Corporation (AIHe), a not-for-profit housing provider affiliated with several Minnesota tribes, has expressed an <br />interest in the fourteen single-family homes on the site. These homes are located in the northwestern quadrant, <br />facing 1-35W, on a 25-acre parcel ofland. However, HUD has declared, as recently as April 7, 1995, that the homes <br />are located in a secured area within 2000 feet of explosive material, and that some of these homes are "extensively <br />deteriorated". A recent inventory conducted by the AIHC indicates that most of the homes are salvageable, uniess <br />they are allowed to remain nnoccupied and unheated for another two or three years, at whicb point the fonndations <br />will begin to suffer from the neglect, condemning the houses to demolition. Given the nncertainty of the timing of <br />the Army's declaration of excess, the future of these homes and the AIHC's potential claim is also highly nncertain. <br />In addition, HUD would not step in to save the homes unless Alliant Techsystems ceases operation or substantially <br />reconfigures its storage facilities. <br /> <br />US Department of the Interior/Bureau of Indian Affairs (BIA): Similarly, the Department of the Interior could <br />submit a claim on behalf of a tribe interested in taking over some or all of the property. The Prairie Island <br />Mdewakanton Sioux have sent a resolution to the BIA expressing their interest in TCAAP: <br /> <br />The Prairie Island Indian Community Council does hereby request a contract for the acquisition oflands <br />pursuant to "The Indian Self-Determination, Education and Assistance Act (P.L. 93-638) 25 U.S.C. 450 (h) <br />3" requesting the Secretary of the Interior to acquire title into trust on behalf of the Prairie Island Indian <br />Community to the following real property described to wit: (follows with legal descriptions ofTCAAP) <br /> <br />Attached to the resolution is a "Buildings and Land Use Plan for Twin Cities Army Ammnntion Plant (Arden <br />Hills)", dated Jnne 30, 1995, wbicb states: <br /> <br />The Bureau's purpose for acquiring the Twin Cities Army Ammnntion Plant (Arden Hills) is to provide, <br />promote and enhance the Prairie Island Indian Community's health, welfare, economic development, <br />housing, employment, education, social services, natural resources management including forestry and <br />wildlife management and commnnity activities.
