All surface water runoff from the site eventually flows to Rice <br />Creek aud from there to the Mississippi River. However, depending on specific location within TCAAP, runoff <br />may take one of three different routes to reach Rice Creek. Part of the site drains to the southwest, some drains to <br />the east and north, and the remainder drains to the west. <br /> <br />The southwest comer of TCAAP (about 15% of the site) drains southwest through a 60-inch pipe under U.S. <br />Highway 10 and State Highway 96 to Round Lake. (The Anny owned the land surrounding Round Lake for a <br />period of time.) From Round Lake, the flow continues southerly to Valentine Lake and then northwesterly to Long <br />Lake. From Long Lake the flow goes into Rice Creek. The boundary of this subdistrict roughly runs through <br />Buildings 105,503 and 576. <br /> <br />The easterly half of the site drains east to Sunfisb Lake aud Marsden Lake. The overflow from Marsden Lake flows <br />northerly into Rice Creek via a 24-inch culvert under Harnline Avenue to County Ditch No.1. The rough boundary <br />of this subdistrict runs up Snelling Avenue and through the gravel pit east to Hamline A venue. This subdistrict <br />contains about 40% of the site. <br /> <br />The northerly and westerly parts of the site drain directly into Rice Creek. This subdistrict contains about 45% of <br />the site, and is bounded by Snelling Avenue and the gravel pit on the east and Bnildings 105 and 503 on the south. <br />The flow enters Rice Creek through three storm sewer outlet pipes ranging in size from 42 inches to 72 inches in <br />diameter. <br /> <br />On-site surface-water collection and conveyance facilities include catch basins, piping, culverts and ditches. <br />Construction materials include wood, cast iron, concrete and others. The exact age of most storm-sewer components <br />is unknown, but it is safe to assume that the oldest components date back to the early 1940s. <br /> <br />The surface-water storage and treatment areas include the gravel pit and the lake and wetland areas. Some of the <br />ditches may also serve as storage areas for surface water. <br /> <br />4. Public Utilities <br /> <br />Electrical System <br /> <br />Northern States Power Company (NSP) serves TCAAP with a 69 kilovolt (KV) overhead transmission line. This <br />line enters the site at the intersection of Hamline A venue and CSAH 96, then runs northwest to four main electrical <br />substations (Figure 6). Electricity is distributed through 13.8 KV overhead lines. Backup electricity is available <br />through emergency 13.8 KV overhead lines. <br /> <br />The electrical distribution system is maintained by NSP and is currently in good condition. Power has been cut to <br />those buildings which are scbeduled for demolition. However, the remainder of the electrical facilities are currently <br />in operation. Almost all of the equipment is overhead on wooden poles, with very few buried cables.
