<br />Natural Gas System <br /> <br />When construction began in the early I 940s, a 12-inch diameter natural gas pipeline was constructed from <br />Minneapolis to TCAAP. The alignment of this pipeline rougWy paralleled the dual sanitary sewer force mains <br />installed at the same time. Natural gas was used for fIring boilers that heated the buildings with steam. In addition, <br />natural gas was piped in process lines to the buildings. The gas mains were kept in good condition by the use of <br />cathodic protection. <br /> <br />In 1991, NSP extended a 6-incb diameter natural gas main to the site, and the old 12-inch line was abandoned. This <br />six-inch main was extended to the site from the south and runs along the north side of Highway 10. It enters the site <br />south of Building 105. Only a few of the buildings are still served by active gas mains. <br /> <br />For safety reasons, many of the gas mains on site have been abandoned. Gas main abandonment typically consists <br />of "purging" the pipe with nitrogen, removing valves and connections, and welding caps on all open ends of the <br />pipe. Abandoned gas mains are generally left in place, but some lines leading into TCAAP have been removed. <br /> <br />5. Transportation System <br /> <br />Internal to TCAAP <br /> <br />The internal transportation system consists of paved and unpaved roadways, trails, parking lots and railroad spurs <br />(Figure 6). <br /> <br />TCAAP contains about 55 miles of bituminous paved roads and many more miles of gravel roads. Most of the <br />paved surfaces are located along the western and southern sides of the site. The roads and parking lots are in fair to <br />good condition due to the Army's regular maintenance program. There is one bridge on the site, which also serves as <br />a dam on Patrol Road where it crosses Marsden Lake. Roadway access to the site is available from the south <br />(Hamline at CSAH 96), west (US Highway 10 or CR H), or north (what is now called Mounds View Road on-site). <br />Currently, however, access is restricted to the main entrance from Highway 10, except in special situations. <br /> <br />TCAAP contains a fairly extensive rail network. During peak production, the railroad was heavily used. As highway <br />access to the site improved, rail service declined. Today, much of the track is in poor condition due to limited use <br />and maintenance in recent years. <br /> <br />External to TCAAP <br /> <br />TCAAP is well-served by regional roadways, including Interstate 35W, US Highway 10. and County Highway 96. <br />The condition and status of these roads may be important to the site's future: <br />. Interstate 35W has been removed from the state's replacement program. Should the highway need to be <br />upgraded"" e.g., by altering interchanges or widening pavement"" the responsibility for funding the <br />improvements may fall to the surrounding cities. <br />. US Highway 10 is the subject of a jurisdiction study that may turn the section adjacent to TCAAP back to <br />Ramsey County for maintenance and upgrading. <br />. Highway 96 is already slated to be upgraded in the next few years. One item of discussion is the possibility for <br />converting the US 10/96 intersection into a grade-separated intercbange. Such a reconfiguration would <br />undoubtedly affect access to TCAAP. <br /> <br />Camiros, Ltd.lSEH, Inc.lLHDL.
