<br />The City has several Class I Home Occupations on file however, only one (Arden Hills <br />Nursery) Class II Home Occupation. <br /> <br />e <br /> <br />The workshop area is sound proofed; however, the nature of the business may require <br />some music. The music should be kept to a minimum as to not disturb neighbors. The <br />applicant plans to occupy the residence and does not plan to have other employees at this <br />time. Clients would be dealt with on a one-on-one basis, there could be an overlap at <br />times. The property has ample parking for patrons along with the applicant's vehicles. <br /> <br />The training studio is 24 by 36 (864 square feet). The dwelling is 3,516 square feet <br />(including the garage and studio area). The studio would be 24.5 percent of the dwelling, <br />which is below the maximum 33 percent allowed. <br /> <br />Deadline for Agency Actions. The City of Arden Hills received the completed <br />application for this request on January 28, 2000. Pursuant to Minnesota State Statute, the <br />City must act on this request by Tuesday, March 28, 2000 (60 days), unless the City <br />provides the petitioner with written reasons for an additional 60-day review period. The <br />additional review period would extend to Friday, May 26, 2000. The City may with the <br />petitioners consent, extend the review period beyond the Friday, May 26, 2000 date. <br /> <br />Lastly, if the City denies the petitioners request, "...it must state in writing the reasons for <br />the denial at the time that it denies the request." <br /> <br />Recommendations. The Planning Commission recommends approval of Planning Case <br />#00-13, Special Use Permit for a personal training studio with the following conditions: <br /> <br />e <br /> <br />1. Music be kept to a minimum as to not disturb neighbors and windows shall <br />remain closed during sessions. <br />2. Applicant must reside in the home. <br />3. No more than one person can assist with the business. <br />4. No more than three patrons visiting the premises at a time. <br />5. Hours of operation be between 5:30 a.m. and 9 p.m. <br />6. No street parking of patrons. <br />7. Review of Special Use Permit by City Council every two years. <br />8. All required permits be obtained. <br />9.
