INTRODUCTION <br /> <br />BACKGROUND <br /> <br />Arden Hills initiated this Space Planning Study to update a report <br />prepared in 1992 which called for the construction of a new <br />Maintenance Services Facility (combined Public Works and Park <br />Operations) on a new site. The proposed facility is required to <br />replace an undersized, functionally obsolete and worn out building <br />located on approximately a 7 acre site area on the south side of <br />County Highway 96, east of Hamline Avenue. <br /> <br />Needs and deficiencies identified and quantified over 7 years ago are <br />still valid and continue to negatively impact the delivery of public <br />services. V chicle storage requirements have grown the most <br />drastically as evidenced by the need to store more <br />equipment/vehicles outdoors. <br /> <br />Staffing and equipment has increased from 7 years and has <br />outgrown the existing facility which only has a gross area of 8,238 <br />square feet. The existing site for approximately a 7 acres is of <br />adequate size for the intended usage. <br /> <br />STUDY METHODOLOGY <br /> <br />Updating the 1992 study was accomplished by using information <br />gained from the Public Works Department and the Parks and <br />Recreation Department supervisory personnel. They were <br />interviewed regarding their views on deficiencies and needs. This <br />information coupled with our municipal facility experience provided <br />the basis to confirm the validity of previous Architectural program <br />requirements and to make changes, corrections and additions, as <br />required. Needs are projected for a period of five to ten years. Five <br />years is generally the longest period of time that managers can <br />meaningfully plan for. The facility design and site layout, however, <br />should be sufficiently open ended and flexible enough to the <br />accommodate needs beyond ten years. <br /> <br />The Architectural Program developed as part of this study was used <br />as the basis for the schematic site and facility floor plans. The site <br />plan is based on a hypothetical location which is assumed to be an <br />essentially open, flat piece of ground without any limitations on <br />construction. <br /> <br />The estimate of probable construction cost was developed using unit <br />cost (dollars per square foot) which based on our experience, would <br />be required to achieve an attractive, durable and functional facility <br />consistent with City architectural goals. <br /> <br />TKDA <br /> <br />ENGI N EERS' ARCHITECTS' PLANNERS <br /> <br />TOLTZ, KING, DUVALL, ANDERSON & ASSOCIATES, INC. <br />
