<br />ARDEN HILLS CITY COUNCIL - FEBRUARY 28, 2000 <br /> <br />DRt\FT <br /> <br />8 <br /> <br />Mayor Probst asked Councilmember Grant to bring forward the issue of openings on Ramsey <br />County Commissions and to inquire if any commissioners would be interested in serving. If <br />interested, the Council could forward that nomination. <br /> <br />e <br /> <br />Councilmember Larson reported that the Water Quality Task Force meets on February 29, 2000 <br />to continue their work on recommendations to the City Council. Also, the Planning Commission <br />will meet on March 1,2000 to review four variances and take another look at the idea of having a <br />variance procedure that is handled administratively rather than by the Planning Commission and <br />Council. <br /> <br />Councilmember Larson noted the question raised at a Council W orksession regarding utility <br />rates and the Finance Committee. He asked when the Council took up that issue and assigned it <br />to the Finance Committee. <br /> <br />Councilmember Aplikowski stated she believed it was assigned several years ago but she did not <br />know if the Council formally charged them. <br /> <br />Mayor Probst stated he believed they were formally charged last year or the year before when the <br />Council did some restructuring of the committees and shifted the appointment time from January <br />I to follow the March retreat. <br /> <br />Councilmember Rem suggested, since that Committee has substantially changed its format, that <br />it may be appropriate to assure the current membership knows what it has been charged with. . <br />She agreed there is a feeling of uncertainty on how many public safety and fmance issues they <br />are to be working on or if they can split their interest. She suggested, since that committee has <br />been put together out of two other committees, it would be appropriate to restate what it is the <br />Council thinks they should do. <br /> <br />Councilmember Larson agreed that, perhaps, the Council should have that discussion again. <br /> <br />Councilmembcr Aplikowski stated they have looked at the Assessment Policy for three years in <br />different forms and did come forward with a recommendation to look at the comer lot <br />assessment. <br /> <br />Councilmember Larson stated he is talking about the senior utility rate issue and suggestion to <br />try to tie sewer rates to water use and to have a fair basis on how the City assesses sewer rates. <br /> <br />Councilmember Aplikowski agreed with the need to provide more specific direction. <br /> <br />Mayor Probst suggested the Council do this with the entire Committee list, not just the <br />Operations and Finance Committee. <br /> <br />Councilmember Aplikowski stated the City Events Task Force would like to know who leads the <br />Crime Watch Groups and Neighborhood Groups. Mr. Lynch stated there are captains for each <br />Crime Watch Group and that Ramsey County would have that information. Councilmember <br />Aplikowski stated she also wants to reach the Neighborhood Groups. <br /> <br />e <br />
