, e e . ,- ARDEN HILLS CITY COUNCIL - FEBRUARY 28, 2000 DRAFT 9 Councilmember Aplikowski asked about the progress on the Town Hall meeting and how it will be communicated with the residents since the newsletter cannot be used and it is to be held in about four weeks. She also asked who will be attending the groundbreaking ceremony and what the schedule of events would be. Mayor Probst stated he will make a few remarks and if it is not felt four weeks is long enough, it could be rescheduled for a few weeks later so the newsletter can be used. He noted that mailings may be needed if the newsletter cannot be used. Councilmember Aplikowski stated invitations have been mailed out in the past. Councilmember Larson noted the Town Hall meeting is to be held on April I and asked if the groundbreaking will be the same day. Mayor Probst stated staff sent a mailing to the military inviting them to the groundbreaking but there has been no response received yet. Mr. Lynch stated the invitation was mailed last Friday mormng. Mayor Probst stated if they agree to come to the groundbreaking ceremony, it would imply things will fall into place. He estimated the earliest construction could start would be in June and noted the Army indicated they would have fee title in May so that would provide one month of leeway. Councilmember Larson agreed this is an important event and there should be enough plarming to assure it is a good event. He stated it would be nice to have Congressman Vento in attendance with advance publicity so more residents could attend. Mayor Probst stated that, given the trials and tribulations with this project, he believed there would be a fair amount of publication from the newspapers. He agreed if a number of dignitaries are desired to be in attendance, perhaps they should be called and a common date determined. Councilmember ApIikowski noted that events like a groundbreaking are usually photo opportunity media events. She stated the people at the Town Hall meeting would probably not attend the groundbreaking unless they are transported by bus. She stated she believed it would be all right to schedule both events on the same day but having the right people at the groundbreaking is important. She noted that Congress will still be in session on April I , 2000. Councilmember Aplikowski stated her support to maintain the Town Hall schedule on April 1 ,t since Saturdays are busy and difficult to schedule. Councilmember Larson stated it appears Councilmember Aplikowski supports having the April I Town Hall meeting but to reschedule the groundbreaking to assure dignitaries are in attendance. Councilmember Aplikowski stated that is correct since the City will want to have dignitaries in attendance. She stated that usually the architect and contractor also attend.
