Encourage the free flow of information <br />from these groups,. maintain a list of recommended improvements <br />in specific areas and communicate problems to appropriate au- <br />thorities. Encourage the Lake Associations of Josephine and <br />Johanna to create a lake protection plan. DevelOp incentives <br />designed to create citizen interest in solving a specific watershed <br />problem or introducing an enhancement to water quality within <br />their neighborhood. Empower citizens to create a local area plan <br />for water quality enhancement. <br /> <br />Methods/Implementation: The City could be at involved at various <br />levels. Participation could range from simple recognition to active <br />support including financial support. <br /> <br />Cost/Resources: <br />Costs to the city would be dependent on the level and type of <br />participation deemed appropriate, Other agency resources, pro- <br />grams, and cost shares may be possible to supplement and <br />enhance City efforts, <br />
