The applicant is requesting a Special Use Permit and Site Plan review to allow <br />for the placement of antennas on the side ofthe municipal water tower and an electronic <br />equipment building to be located at 1230 Red Fox Road (Exhibit A). <br /> <br />tit <br /> <br />Background. The antennas require electronic equipment to be located on the ground. <br />The applicant is proposing this to be at the southwest side of the water tower using a <br />shared drive with Sprint PCS, which was approved in January 2000. The proposed <br />building would be 8 by 12 feet and constructed out of a brick to match the existing two <br />buildings on the site. <br /> <br />Landscaping has been proposed to add screening of the equipment building. Staff has <br />some concern with the amount of trees planted on the site. Maintenance of the site <br />requires 90 inches between trees and other structures. Staff recommends arborvitae's be <br />planted, a minimum of 6 feet tall, along the entire south property line, in place of the <br />proposed five (5) trees. <br /> <br />Staff received a concern from a neighboring business that currently has a 900mb-fire <br />sprinkler system. The concern is that the antenna might negatively effect the system. <br />The applicant has stated the antennas will not effect the existing system. <br /> <br />Deadline for Agency Actions. The City of Arden Hills received the completed <br />application for this request on Wednesday, February 23, 1999. Pursuant to Minnesota <br />State Statute, the City must act on this request by Friday, April 21, 2000. (60 days), <br />unless the City provides the petitioner with written reasons for the additional 60 day <br />review period. The additional review period would extend to Tuesday, June 20, 2000. <br />The City may, with the petitioner's consent,extend the review period beyond the <br />Tuesday, June 20, 2000 date. <br /> <br />A letter extending the review period to June 20, 2000 has been sent to the applicant. <br /> <br />. <br /> <br />Lastly, if the City denies the petitioner's request, "...it must state in writing the reasons for <br />the denial at the time that it denies the request." <br />
