The applicant is requesting to amend the Planned Unit Development to allow <br />the placement of two exterior solvent storage tanks, a catalytic oxidizer, and to expand an <br />existing dock door at 1887 Gateway Blvd. (Exhibit A). <br /> <br />e <br /> <br />The original application also had a request to modify the Planned Unit Development to <br />allow for staff approval of several items. The Planning Commission has split this request <br />into two cases, 17a and 17b, Item17b is still being reviewed by the Planning <br />Commission. <br /> <br />Background. The proposed Catalytic Oxidizer removes solvent emissions from the <br />printing processes. The applicant claims it removes 98 percent of the solvent vapors from <br />the process. The solvent tanks hold primarily Normal Propyl and Ethyl Alcohol. They <br />are both classified as flammable liquids. The tanks will meet the Minnesota Pollution <br />Control Agency (MPCA) requirements, A building permit is required for the installation <br />and the tanks will need to meet the building/fire code. <br /> <br />The Zoning Ordinance in Section CI, G, 3, b, (1), requires that all exterior storage shall <br />be screened from public view. The applicant is proposing two exterior items. They are <br />proposing to screen them using cedar wood fencing painted to match the building, They <br />are also proposing bollards at each corner of the solvent tank fencing and one on the <br />corner of the, oxidizer fencing, as requested by staff. <br /> <br />The applicant is proposing two bays be filled with blow-out panels, eliminating the <br />stairway/entry door in front ofthe oxidizer, and one bay be expanded to 14 by 14 feet. It <br />also appears that the door in front of the solvent tanks will not be usable once the tanks <br />are installed. <br /> <br />e <br /> <br />Staffhas some concerns with the use of the dock door next to the oxidizer. It appears this <br />will be a very tight area with the possibility of the fence being damaged. Staff <br />recommends this not be used once the oxidizer is in place. <br />
