The applicant requests approval of an amendment to their Special Use Permit <br />(SUP) for Mounds View Senior High School (Exhibit A), <br /> <br />Backgrouud. Mounds View High School is currently operating on a SUP, which was <br />issued in September 1978, in Planning Case #78-23 (Exhibit B). In February 1984, the <br />City Council approved a SUP for the site Master Plan, only a Site Plan Review process <br />would be required rather than amending the SUP. City staff has determined that due to <br />the building addition and major changes proposed we would process the request as a SUP <br />amendment. In the future, minor changes would still be able to be processed as a Site <br />Plan Review, The intention ofthe Master Plan is to establish the long range vision for <br />the campus, including a physical plan and also specific land use control (i.e. lot coverage, <br />parking requirements, etc,) <br /> <br />They are proposing several additions to the building. The additions will use similar <br />materials to the existing building. The added areas include the main entrance, <br />auditorium, orchestra/choir area, storage, computer lab, staff dining area, wood shop, and <br />classrooms, <br /> <br />Discussion. <br />The property is accessed off of Lake Valentine Road, They currently have five access <br />points, They are proposing to eliminate one ofthe access points. The campus currently <br />has one main loop for busses and parents/students drop off and pick up. The proposed <br />plan would modifY this, creating a separate loop for bus traffic and parent/student drop <br />off. They are also proposing an emergency vehicle drive looping entirely around the <br />school. <br /> <br />They are proposing to remove the baseball field to add in three full sized soccer fields <br />and one practice field, The baseball field will not be relocated on this site. Currently on <br />the west side of the building there area two temporary classrooms, These would both be <br />removed with the proposed expansion. <br /> <br />Parking Requirements. Section VI, F, 1, j requires 1 parking space for each school <br />employee plus one space per 4 students, The site should have a total of 689 parking <br />spaces (according to the enrolment listed above). They are currently under the required <br />number. <br />
