<br />Staff has had several problems with parking around the school. There are no parking <br />signs in several areas. The Public Works Director has written a memo responding to the <br />problems with student parking on public streets around the school (Exhibit C). <br /> <br />- <br /> <br />The number of parking spaces provided on the site determines handicapped parking, <br />They currently have 16 handicap parking spaces, The new proposed plan show 503 <br />parking spaces, which require 11 handicapped spaces, They are proposing a total of 12 <br />handicapped parking spaces. They meet the required handicapped parking; however, <br />they should have 663 parking spaces total, thus requiring 14 handicapped parking spaces. <br /> <br />Lighting, Zoning Ordinance Section VI, E, 3, regulates lighting. All lighting must direct <br />light away from adjoining lots and public streets, the source of illumination shall be <br />concealed, and the light shall not cast light that exceeds one foot candle on adjoining <br />property. The proposed lighting plan meets the requirements of the Zoning Ordinance <br />(Exhibit D). <br /> <br />It has recently been brought to staffs attention that residents have several concerns <br />regarding the lights constructed last fall on the south side ofthe parking lot. The lights <br />were approved by staff with the stipulation that they meet the lighting ordinance. <br /> <br />It is staffs understanding that one ofthe concerns includes the color ofthe lighting. The <br />new lights are white, where the lighting in the past has been yellow, We do not currently <br />have color restrictions for lighting. It is our understanding that some of the existing lights <br />are on timers. Staff recommends all lighting (except a select few for security) be on <br />timers to be shut offby 10 p.m., unless there is a school event, which is later than 10 p.m. <br /> <br />-- <br /> <br />Minimal grading will be done with this project. Rice Creek Watershed District approval <br />is required. The project is expected to take approximately 2 years to complete. The <br />applicant has supplied a preliminary phasing plan. (Exhibit E) <br /> <br />Deadline for Agency Actions. The City of Arden Hills received the completed <br />application for this request on March 6, 2000. Pursuant to Minnesota State Statute, the <br />City must act on this request by May 5, 2000 (60 days), unless the City provided the <br />petitioner with written reasons for the additional 60 day review period. The additional <br />review period would extend to July 4,2000. The City may, with the petitioner's consent, <br />extend the review period beyond the July 4, 2000, date. <br /> <br />Lastly, ifthe City denies the petitioner's request "...it must state in writing the reason for <br />the denial at the time that it denies the request." <br /> <br />Recommendations. The Planning Commission recommends approval ofthe Special Use <br />Permit, in Planning Case #00-18, subject to the following conditions: <br /> <br />1. Compliance with the height for structures; <br />2. Approval of Rice Creek Watershed District; <br />3. Compliance with the Lighting Standards of the Zoning Ordinance; <br />4. All lighting (except a select few for security) be on timers to be shut off by 10 p.m" <br />unless there is a school event which is later than I 0 p.m. <br />5, Remove temporary classrooms. <br /> <br />. <br />
