Prior to that, the City also reached similar agreement with Sprint PCS for <br />location of antennae and related ground structures for cellular telecommunications services. <br /> <br />In reaching approval with Aerial Communications, the City had to go back to Sprint PCS to <br />inquire about their desire and willingness to revise their previously submitted Site Plan, as well <br />as their Lease Agreement, with the City to allow Aerial Communications to utilize ground space <br />and infrastructure (driveways) at the water tower sites. <br /> <br />There is also a telecommunications antenna located atop the south water tower, owned and <br />operated by Nextel, another telecommunications provider. Nextel also has related ground <br />structures that did not come into play in the application by Aerial, but do occupy space apart <br />from the proposed Sprint and Aerial telecommunications ground structures. <br /> <br />The City has seen an increase in the number and frequency of these applications. At this point in <br />tillIe, most of the interest has been in the south water tower; and the north water tower has only <br />one telecommunications provider (AT&T Wireless). The south water tower is located in such a <br />manner that there are neighboring and surrounding businesses that are potentially impacted by <br />the proposed antennae, as well as physically and visually impacted by the related ground <br />structures. <br /> <br />To this point, we have not allowed any applicant approval to go inside of the water tower, and <br />the recommendation from staff would be that this would not be allowed with any application. <br />However, due to the location of the proposed ground structures, we have had to come up with <br />some configurations for access and related parking that eventually will have an impact on the <br />ability of the City to access and maintain the site. <br />
