<br />\ <br /> <br />Memorandum, Telecommunications Master Plan <br />Page Two <br />May 3, 2000 <br /> <br />. <br /> <br />In each of the lease agreements, we have made it a requirement of the private party to maintain <br />the infrastructure, including snow removal and maintenance and repair. However, in those lease <br />agreements, we don't say anything about the removal of snow, which means that the private <br />parties can plow the driveways onto areas that might already contain snow being plowed from <br />the City for access purposes to the water tower. This might lead to complications and conflicts <br />due to the number and location of these antennae and ground structures. <br /> <br />We have recently had conversations with the City of Roseville regarding the potential of using <br />wireless Internet connections to provide more economical and efficient service for our water <br />utility. The purpose and intent would be to gain economies of scale in working with a larger <br />community that may utilize radio read vehicles and computer equipment for meter reading and <br />billing purposes, They have discussed the possibility of co-locating on our north water tower to <br />serve as a vital link between the Cities of Arden Hills, Mounds View, and Roseville to provide <br />this service. This adds only a slight consideration of the property, as there aren't any related <br />ground structures. But, the City would need to make sure that we have the space available, and <br />in the potential location that the cities would need, to provide the most effective connection <br />between the three (3) communities. <br /> <br />Primary Issues to Consider . <br />At this point in time, the City has no Master Plan for dealing with the correct number and <br />placement of ground structures for telecommunications at the water tower sites. We are <br />proceeding in allowing applications and processing them through the Planning Commission and <br />the City Council, without a plan in mind as to what the end product will look like or when we've <br />determined that we have the maximum amount on the site. There isn't a coordinated effort for <br />landscaping, fencing, or even placement of the buildings for easier access or maintenance and <br />repair purposes for these sites, <br /> <br />We try not to do this with other infrastructure in the City, and we shouldn't take our water tower <br />sites for granted. We've developed a Pavement Management Program for taking a look at what <br />is necessary to repair, coming up with a priority system, and repairing roads on a most-needed <br />and geographical basis. We need to take a look at a comprehensive plan for our parks and open <br />spaces. We need to determine how they relate to each other, plan better for capital improvements <br />to avoid overlap and redundancy. We've taken a look at our sewer system, and determined that <br />we need to televise and clean these lines on a periodic basis, and incorporate into the budget <br />necessary improvements or repairs to these lines. We should take no less of a pro-active <br />inclusive look at our water tower sites. <br /> <br />. <br />
